About The Position

AlphaGov is seeking a Program Manager to lead design and implementation for a HUD CDBG-DR homeowner recovery program supporting Alaska communities affected by Typhoon Merbok. The work spans applicant intake, case-management operations, construction-program oversight, grant compliance coordination, environmental-review coordination, communications, reporting, and closeout through the program term.

Requirements

• Program management experience with federally funded recovery or housing programs
• Multi-year program leadership experience across delivery, reporting, and stakeholder coordination
• Experience managing cross-functional teams, partners, schedules, budgets, and quality controls
• Comfortable as a 1099 / project-based collaborator

Nice To Haves

• HUD CDBG-DR implementation experience
• Alaska, rural, tribal-area, or remote-community delivery experience
• Familiarity with HUD MID or REAA service geographies
• Experience with homeowner rehabilitation or reconstruction programs

Responsibilities

• Lead the overall homeowner recovery program implementation plan and delivery model
• Oversee applicant intake and case-management operations, including workflows and file quality
• Coordinate rehabilitation and reconstruction delivery with construction partners and field teams
• Align grant compliance, Duplication of Benefits procedures, and audit-ready documentation with program specialists
• Coordinate HUD environmental review inputs with the Environmental Review SME
• Manage client reporting, communications, schedule, budget, and closeout accountability
