HII Mission Technologies is seeking a Program Manager to lead execution of the Battlespace Modeling & Simulation (BMS) program at NAS Patuxent River (Pax River), MD. BMS provides command-and-control, range coordination, and a common operational picture supporting test, training, and mission rehearsal across a complex, multi-domain environment. The Program Manager will provide end-to-end program leadership, stakeholder coordination, and technical oversight for BMS sustainment, upgrades, integration, and operations. This role requires a proactive leader who can balance strategic direction with hands-on oversight in a dynamic, safety-critical test and training range environment—collaborating closely with government customers, range operations, engineering teams, and industry partners. Your leadership ensures safe, effective, and timely test and training operations by delivering reliable battlespace management capability, data integrity, and operational situational awareness. You will strengthen decision-making for range control, test directors, and mission stakeholders, helping the Navy and DoD field and assess next-generation capabilities under realistic conditions.

Requirements

  • 6 years of relevant progressive experience with a Bachelor’s degree OR 4 years of relevant progressive experience with a Master’s degree OR 10 years of relevant progressive experience with a High School Diploma or equivalent
  • Experience managing large, complex Navy or DoD programs, ideally involving command-and-control (C2), range operations, or test/training systems.
  • Demonstrated success leading multidisciplinary teams in operational environments with safety, security, and schedule constraints.
  • Experience managing subcontractors and coordinating across government and industry partners.
  • Strong understanding of program management principles (scope, schedule, cost, risk), financial oversight, and contract execution.
  • Ability to lead as a servant leader, fostering collaboration, communication, and mission focus.
  • Familiarity with range instrumentation, data integration, networks, and cybersecurity boundaries in test and training contexts.
  • Knowledge of configuration management, change control boards, and governance processes supporting system integrity.
  • PMP certification or DAWIA-equivalent (or ability to obtain within 12 months).
  • Active DoD Secret clearance (ability to obtain/maintain; TS/SCI preferred if required by customer).
  • U.S. Citizenship is required.

Nice To Haves

  • Direct experience supporting NAWCAD, Pax River ranges, or Navy test and evaluation organizations.
  • Background in operational test, developmental test, range operations, or LVC (Live–Virtual–Constructive) integration.
  • Experience with C2 systems, common operational picture (COP) tools, data fusion, or mission visualization.
  • Familiarity with DoD Architecture Framework (DoDAF/UAF), RMF, and NIST cyber compliance in operational systems.
  • Prior service or deep experience working with aviation test, flight operations, or distributed training environments.
  • Experience managing use of both on-base Government secure facilities and off-base Contractor secure facilities.
  • Proven history of excellent CPARS ratings and strong customer satisfaction on complex, multi-site programs.

Responsibilities

  • Lead overall program execution for the BMS contract at Pax River, including planning, staffing, schedule, risk, and quality.
  • Serve as the primary interface with government customers (e.g., range operations, test directors, program office), ensuring transparent communication and mission alignment.
  • Oversee multidisciplinary teams (systems engineers, software/integration engineers, range operations SMEs, network/cyber specialists, analysts) delivering BMS sustainment and enhancements.
  • Manage contract deliverables (program plans, reports, CDRLs, configuration documentation, test plans, training materials) and ensure high-quality, on-time outcomes.
  • Drive system integration and upgrades across range instrumentation, communications, data feeds, and visualization tools to maintain a coherent common operational picture.
  • Support governance and change control (e.g., CCB participation, impact assessments, configuration management) to protect architectural and operational integrity.
  • Coordinate with operations to plan and support test events, rehearsals, and range schedules; enable safe conduct through procedures, readiness checks, and incident response plans.
  • Lead financial management (budgets, forecasts, EACs) with a program controller; track cost/schedule performance and maintain strong CPARS ratings.
  • Manage subcontractors and teaming partners, ensuring seamless delivery, compliance, and alignment with customer priorities.
  • Own staffing actions (workforce planning, recruiting, interviewing, onboarding, performance management) to meet program needs.
  • Ensure compliance with security, cyber/RMF, safety, export control, and all contract requirements; enforce quality assurance processes.
  • Conduct program reviews and briefings for HII leadership and government stakeholders; provide data-driven status, risks, mitigations, and path-to-green plans.
  • Support capture and proposal activities for follow-on work and related Navy/DoD C2, range operations, and LVC initiatives.
