About The Position

The Program Manager provides overall leadership, management, quality control, staffing oversight, customer coordination, and contract-performance management for CRI’s federal acquisition support program. The position ensures personnel, deliverables, schedules, quality standards, security requirements, and customer expectations are effectively managed and serves as the senior contractor management interface for the assigned program.

Requirements

  • Bachelor’s degree in business, management, public administration, acquisition, or a related field.
  • 10 years of progressively responsible experience in federal acquisition, government contracting, program management, or related professional services.
  • 5 years of experience managing federal contracting, acquisition-support, or comparable professional-services programs.
  • Demonstrated experience leading multidisciplinary teams supporting Government customers.
  • Demonstrated experience managing deliverables, performance metrics, staffing, quality control, and customer relationships.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and federal acquisition processes.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Proficiency with Microsoft Office and related business applications.
  • Must be able to obtain and maintain a Federal Public Trust security clearance (financial/credit history and background will be reviewed):
  • Not in default on federal student loans.
  • Demonstrated financial responsibility.
  • No felony convictions within the past 7 years.
  • Misdemeanor convictions within the past 7 years may impact eligibility.
  • No non-medical collections totaling $7,500 or more.

Nice To Haves

  • PMP, CPCM, FAC-C, DAWIA, or comparable professional certification.
  • Experience supporting civilian Federal agencies.
  • Experience with federal acquisition systems or databases such as PRISM, FPDS, SAM, or comparable systems.

Responsibilities

  • Direct day-to-day performance of the assigned acquisition support program and coordinate work across functional areas.
  • Manage staffing, workload distribution, onboarding, employee performance, continuity of operations, and personnel development.
  • Coordinate the activities of Contract Specialist Team Leads, Procurement Analysts, Management Analysts, and other assigned personnel.
  • Serve as the primary contractor management point of contact for program-level matters and coordinate with Government Contracting Officer and Contracting Officer’s Representative personnel as appropriate.
  • Monitor contract performance against statements of work, deliverables, schedules, quality standards, and customer expectations.
  • Review contractor deliverables for completeness, accuracy, quality, and conformance before Government submission.
  • Develop and implement corrective action plans when quality, staffing, schedule, customer-service, or performance issues are identified.
  • Monitor acquisition workload, milestone schedules, emerging requirements, and resource needs; identify risks and recommend mitigation strategies.
  • Prepare or oversee program status reports, staffing plans, performance metrics, executive briefings, and other management deliverables.
  • Coordinate transition-in and transition-out activities, including knowledge transfer, documentation inventories, staffing plans, and continuity of operations.
  • Ensure contractor personnel comply with applicable security, confidentiality, records-management, Section 508, Government-furnished information, and workplace requirements.
  • Promote a professional, collaborative, ethical, and customer-focused work environment.
  • Ensure contractor personnel provide support and recommendations without performing inherently governmental functions or making Government contracting decisions.
  • Perform other related duties consistent with the position's scope and the needs of the program.
