About The Position

Northrop Grumman's Aeronautics Systems sector has an opening for Program Manager 3 to join their team of qualified, diverse individuals in Palmdale CA. This role involves being the primary interface between Northrop Grumman and the Government Customer, requiring an understanding of US Government acquisition, budgeting, and requirements processes. The individual will also support the business areas with external customer priorities, initiatives, and challenges, arranging meetings and serving on capture, color, and strategy teams. Travel to other government/Northrop facilities and relevant training/business development activities is also expected. The successful candidate will have a record of achieving successful outcomes by leading efficiency, predictability, and affordability initiatives, managing diverse technical teams, generating financial plans, navigating internal processes, communicating with customers, creating an engaging work environment, managing suppliers, integrating across various engineering and build disciplines, bringing clarity to ambiguous situations, and utilizing predictive metrics.

Requirements

• Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
• Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
• Prior Project and/or Program Management experience.
• Must have an active U.S. Government Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
• Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.
• Experience in low observability tactics and technology, military strategy, and employment of low observable aircraft.

Nice To Haves

• Special Program Access Clearance.
• 15 years’ Air Force experience.
• Detailed understanding of Air Force Global Strike Command's mission, responsibilities and processes.
• Thorough knowledge of DoD military structure, plans, policies, strategies and budgeting process and programming for Deterrence Systems.
• Working knowledge of weapons; current and future requirements.
• Prior B-2A Operations and or Maintenance experience.

Responsibilities

• Primary interface between Northrop Grumman and Government Customer.
• Understanding of US Government acquisition, budgeting and requirements processes is essential.
• Thorough understanding role as Air Force lead to develop and provide combat-ready forces for deterrence and global strike operations in support of national security objectives.
• Maintains a continual liaison with all appropriate levels with the external and internal customer.
• Assist the business areas as required with external customer priorities, initiatives and challenges.
• Arrange meetings/interactions both formal and informal between the appropriate level of customers to support the correct information exchange to win new business and keep our existing business sold.
• Serve on capture, color and strategy teams to assist the business areas successfully achieve business objectives and priorities.
• Travel as necessary to other government/Northrop facilities to maintain customer contact and consistent messaging.
• Travel as necessary to support relevant training and business development activities.
• Achieve successful outcomes by leading efficiency, predictability and affordability initiatives.
• Lead diverse technical teams.
• Generate a financial plan to trace initiative to financial results.
• Navigate internal processes.
• Communicate with customers.
• Create a work environment that engages our employees.
• Manage suppliers.
• Integrate across engineering, test, build, IE, ME, to identify and work through initiatives.
