About The Position

SAIC is seeking an experienced Program Management Director to lead large-scale Navy digital transformation, AI integration, and enterprise technology programs in support of DoD customers. This role serves as a senior program director responsible for the successful delivery of complex, multi-domain programs spanning AI/ML integration, enterprise software development, large-scale infrastructure modernization, and multinational partner engagement across high-stakes naval environments. The ideal candidate brings a rare combination of hands-on technology leadership, large-scale infrastructure management, and executive-level program direction gained through decades of operational experience in the most demanding naval environments in the world. This position requires direct engagement with senior Navy leadership, government program offices, and cross-functional teams to drive digital transformation initiatives, manage multi-hundred-million-dollar capital programs, and deliver mission-critical outcomes for forward-deployed forces and multinational partners. This role demands a visionary program director capable of aligning AI, data analytics, cloud-enabled tools, and infrastructure optimization with strategic goals across defense and technology sectors. The successful candidate will bring proven expertise in custom software development, DevSecOps pipelines, and enterprise IT modernization while managing large global workforces and complex multi-billion-dollar budgets in support of Navy and joint force operations.

Responsibilities

  • Responsible for successful delivery of large-scale Navy digital transformation and AI integration programs; manage and integrate activities in accordance with contract requirements ensuring technical, schedule, cost, and financial performance
  • Define and contribute to program baselines then execute programs to comply with baseline requirements across multiple simultaneous Category 1 and Category 2 programs with domestic and international funding
  • Lead AI initiatives across forward-deployed Navy battle force programs, integrating machine learning, predictive analytics, and automation into operations, intelligence, and logistics workflows for real-time decision advantage
  • Direct large technology-enabled program staffs of 300+ personnel, synchronizing data platforms and enterprise tools to deliver predictive readiness insights and optimize multi-domain command and control
  • Champion adoption of emerging technology stacks including AI/ML and cloud computing to enhance fleet interoperability with allies and multinational partners
  • Oversee Navy large-scale infrastructure modernization programs with capital budgets of $200M+, upgrading power, pier, fuel, and facilities infrastructure leveraging data-driven planning to boost uptime and resilience
  • Engineer and deploy custom software applications using software development best practices, providing real-time visibility, predictive analytics, and compliance tracking to enhance fleet readiness and reduce operational risks
  • Manage risk, customer relationships, and program staffing across geographically dispersed global workforces of 1,500+ personnel and annual budgets of $500M+
  • Perform tactical and strategic planning and coordination to integrate multiple supporting projects into comprehensive programs; identify and analyze serious variances and direct corrective actions
  • Serve as Air and Missile Defense Commander equivalent program lead, overseeing networked infrastructure programs protecting key strategic assets through advanced radar, command systems, and real-time analytics integration
  • Lead technology transfer programs for multinational partners enabling seamless data sharing and joint AI-enhanced operations across allied forces
  • Ensure compliance with quality standards and escalate challenges to SAIC leadership; provide strategic vision and coaching to program management teams
  • Support business development by developing or significantly contributing to strategic BD plans to expand current account offerings; play lead role in developing or executing re-compete capture plans
  • Identify potential buying agents and selling opportunities beyond current accounts; recommend specific investment areas and identify required resources and tools needed for repeatable and differentiated offerings and capabilities
  • Negotiate and resolve complex conflicts, disputes, and deal making with senior management and external stakeholders
  • Provide significant input to senior management on performance reviews, compensation-related actions, and staffing and hiring decisions; resolve complex personnel issues in coordination with HR and Program Oversight
