About The Position

PeopleTec is seeking a Program Management Analyst specializing in Manpower and Force Development to support its Fort Belvoir, VA location. This role involves supporting all aspects of Manpower and Force Development under the Capability Program Executive Mission Autonomy and its subordinate Project Offices, encompassing civilian, military, contractor, and matrix support. The analyst will be responsible for developing and implementing manpower plans, ensuring synchronization with the Program Budget Guidance and the Program Objective Memorandum, and providing force management assistance to Project Offices. Key duties include maintaining accountability for military and civilian manpower, developing and maintaining the Table of Distribution and Allowances (TDA), and reviewing and providing input to various strategic plans for reorganization and formation of new CPE and Project Offices.

Requirements

  • 5+ years of direct traceable experience to the description listed above
  • Must be HIGHLY PROFICIENT in Microsoft Excel
  • Microsoft Word, PowerPoint, and SharePoint

  • Workforce planning, organizational design and resource alignment

  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire and to maintain this level of clearance during their employment
  • A completed bachelor’s degree (or equivalent) in a related field is preferred. An additional 4+ years of related experience may be substituted in lieu of a degree. A higher level of degree in a related field may be substituted in lieu of experience

Responsibilities

  • Prepare Command Plan for the entire CPE to include preparing necessary Schedule 8 adjustments to the Manpower Program Budget Guidance (PBG) and Preparing official TDA and Out of Cycle Updates
  • Prepare updates to the Working TDA (manning document and accounting of PBG data across the POM) and interfaces with Project Offices for monthly updates
  • Interprets and applies DOW, Army and ASA(ALT) policies related to manpower, force structure and workforce management
  • Prepare/Update Human Resource Database (HRDB) or new tools to be implemented for data pulls and POM Planning
  • Review/Process matrix requirements for POM alongside current 7600A documents
  • Prepare updates for the Army Stationing and Installation Plan (ASIP) per fiscal year
  • Tracks authorizations vs. on-board requirements and provides recommendations to maintain balance
  • Develops and validates manpower requirements using workload analysis, mission demand and strategic priorities
  • Advises leadership on workforce mix (civilian, military, contractor) and different funding Foreign Military Sales etc to optimize mission execution
  • Identifies gaps, overhire conditions, and inefficiencies, recommends actionable solutions
  • Analyzes manpower data from systems such as HRDB, RM Online, DCPDS and develops reports, dashboards and briefings for senior leaders
