Requirements

  • Subject matter expert for budget and spend plan management using the U.S. Army Project Management Resource Tools (PMRT)/CCAR.
  • Experience developing and conducting PPBE briefings and creating briefing products using the Enterprise Analytics (EA) tool.
  • Experience assisting in leading cross-functional teams to develop staff and negotiate contract Statements of Work (SOWs).
  • Experience preparing and managing contract requirement packages and cabinets.
  • Experience supporting the development of other agreements, including Security Control Assessments Validation (SCA-V), Army Test and Evaluation Command (ATEC) Customer Tests, Material Releases, and Common Hardware Solutions (CHS).
  • Experience preparing Procurement and RDTE (P&R) Forms.
  • Experience advising senior management on program-related matters.
  • Experience evaluating user requirements to develop and implement acquisition strategies.
  • Knowledge of current DOD (DOD 5000.1, 5000.2), ASA(ALT), FAR/DFARS, and other relevant policies.
  • Experience performing studies and analysis on projects, issues, and problem cases, providing recommendations.
  • Experience preparing and consolidating functional input for Program Management Reviews (PMRs), Army Program Budget Briefs (APBBs), and other high-level briefings.
  • Experience maintaining liaison with user organizations, test agencies, higher headquarters, and foreign Governments.
  • Experience representing leadership at conferences and meetings.
  • Experience monitoring and managing action items and taskings through the Enterprise Task Management Software Solution (ETMS2).

Responsibilities

  • Identify, analyze, and resolve issues related to program cost, schedule, performance, and risk.
  • Lead the planning, programming, budgeting, and execution (PPB&E) cycle for assigned efforts.
  • Serve as the subject matter expert for budget and spend plan management using the U.S. Army Project Management Resource Tools (PMRT)/CCAR.
  • Develop and conduct PPBE briefings and create briefing products using the Enterprise Analytics (EA) tool.
  • Assist APM in leading cross-functional teams of engineers, logisticians, analysts, and security experts to develop staff, and negotiate contract Statements of Work (SOWs).
  • Prepare and manage contract requirement packages and cabinets.
  • Support the development of other agreements, including Security Control Assessments Validation (SCA-V), Army Test and Evaluation Command (ATEC) Customer Tests, Material Releases, and Common Hardware Solutions (CHS).
  • Prepare Procurement and RDTE (P&R) Forms.
  • Advise senior management on all matters relating to assigned programs.
  • Evaluate user requirements to develop and implement the most expeditious and cost-effective acquisition strategy.
  • Research and interpret current DOD (DOD 5000.1, 5000.2), ASA(ALT), FAR/DFARS, and other relevant policies to guide project execution.
  • Perform broad and complex studies and analysis on a variety of projects, issues, and problem cases, providing actionable recommendations.
  • Prepare and consolidate functional input for Program Management Reviews (PMRs), Army Program Budget Briefs (APBBs), and other high-level briefings.
  • Maintain liaison with user organizations, test agencies, higher headquarters, and, when required, foreign Governments.
  • Represent the APM at conferences and meetings relative to program acquisition strategy.
  • Monitor and manage all action items and taskings through the Enterprise Task Management Software Solution (ETMS2) to ensure timely completion.
