About The Position

This role provides project management level support for the systems integration and planning requirements of the AFLCMC/WII programs, including special projects, combat systems, and related functional branches at WPAFB, OH. The position involves providing advisory assistance and input for strategic and integration planning for these programs, supporting the full spectrum of MQ-9 programs from development through sustainment. The contractor will coordinate key program details to show overall program status and provide advisory and draft documentation support to integrate logistics, engineering, and test activities for the development and maintenance of MQ-9 project schedules. This includes utilizing knowledge of cost, schedule, and technical performance reporting requirements defined by the DoD, Earned Value Management System (EVMS), and Integrated Program Management Report (IPMR) to review and analyze contractor EVMS reporting. The role also involves assessing project schedule logic, links, and constraints using the DCMA 14-Point Schedule Health Assessment, and providing advisory assistance in reviewing and approving Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) information. Additionally, the position requires utilizing knowledge of DoD MIL-STD-881C for Work Breakdown Structure (WBS) and risk management as defined by the Joint IPT Risk Management Plan and AFLCMC Process Guide A102. The contractor will also leverage knowledge of the defense acquisition management system (DoD Directive 5000.01 and Instruction 5000.02) to support the preparation of program briefings, execution reports, decision papers, and other acquisition documentation. Advisory and draft documentation support will be provided for key development, procurement, and sustainment planning, system requirements, and integration plans. The role includes assisting with technical and management conferences, meetings, and periodic reporting, as well as supporting the collection of program data for budget estimates, program planning, and roadmap development. Finally, the position will assist in implementing standardized scheduling management processes and program reviews.

Requirements

  • Minimum of ten years Microsoft Project experience.
  • Two years of experience using Microsoft Project 2010.
  • Two years of experience using Milestones Professional R2010 KIDASA Software.
  • Knowledge of cost, schedule and technical performance reporting requirements defined by the DoD, Earned Value Management System (EVMS) contained in DFARS 252.234-7002; DoD EVM Implementation Guide; OSD Integrated Program Management Report (IPMR) Implementation Guide; and IPMR Data Item Description (DID) DI-MGMT-81861.
  • Knowledge of program and project management as defined by DoD Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) Preparation and Use Guide; AFLCMC Process Guide A105, Government Schedule Development Fundamentals; AFLCMC Process Guide A106, Schedule Management Fundamentals; and AFLCMC Process Guide A107, Schedule Analysis Basics.
  • Knowledge of the mandatory procedures of DoD MIL-STD-881C, Standard Practice WBS for Defense Materiel Items, for programs subject to DoD 5000.02.
  • Knowledge of risk identification, analysis, and mitigation planning/implementation as defined by the Joint IPT Risk Management Plan, AFLCMC Process Guide A102, Risk and Issue Management.
  • Knowledge of the defense acquisition management system and requirements for managing major acquisition systems defined by DoD Directive 5000.01, The Defense Acquisition System, and DoD Instruction 5000.02, Operation of the Defense Acquisition System.

Responsibilities

  • Provide project management level support for systems integration and planning requirements of the AFLCMC/WII programs.
  • Provide advisory assistance and input for strategic and integration planning for AFLCMC/WII programs.
  • Support the full spectrum of the MQ-9 programs including development, production, retrofit and sustainment activities.
  • Pull together and coordinate key program details to show overall program status.
  • Provide advisory and draft documentation support to integrate logistics, engineering, and test activities for the development and maintenance of MQ-9 project schedules.
  • Review and analyze Contractor EVMS reporting as applied to project schedules and project schedule reporting, utilizing knowledge of cost, schedule and technical performance reporting requirements defined by the DoD, EVMS, and IPMR.
  • Assess the mechanical integrity of project schedule logic, links, and constraints utilizing the DCMA 14-Point Schedule Health Assessment.
  • Provide advisory assistance to the customer in their function of reviewing and approving IMP and IMS information.
  • Review CDRL IMS deliverables for compliance with DID pertaining to IMS development and reporting.
  • Provide advisory and draft documentation assistance for development, maintenance, review, and analysis of project schedule information throughout the MQ-9 community, utilizing knowledge of DoD MIL-STD-881C.
  • Provide proactive risk assessment of potential program cost growth, schedule, integration and performance risks, and provide mitigation recommendations.
  • Provide advisory and draft documentation support for the preparation and coordination of program briefings, program execution reports, decision papers and key acquisition program documentation.
  • Provide advisory and draft documentation support for the preparation and coordination of key development, procurement and sustainment planning documentation, system requirements documentation and system integration plans.
  • Provide preparation and facilitation support for technical and management conferences, meetings, and periodic reporting requirements.
  • Support the collection of various program data and provide advisory and draft documentation support for the development of estimates for future budgets, program planning, program deep-dives, program what-if modifications, and roadmaps.
  • Provide advisory and draft documentation assistance to implement standardized scheduling management processes and program reviews.
