About The Position

One Federal Solution is seeking a Program Financial Analyst II (Lead) to provide financial analysis, budget formulation and defense support, financial execution, IT systems management, stakeholder coordination, and programmatic leadership support. The Program Financial Analyst II (Lead) will assist the Business Financial Manager (BFM) with budget defense, financial execution, IT procurement, data reconciliation, team workload management, and contractor personnel leadership.

• Proven experience as a team leader, directly overseeing contractor personnel in a government contracting environment.
• Demonstrated ability to manage team performance, provide constructive feedback, and resolve personnel issues effectively and professionally.
• Ability to critically analyze complex information, identify core problems, evaluate potential solutions, and drive resolution to ensure smooth contract operations.
• Demonstrated ability to train and mentor team members, ensuring they are well-equipped with the knowledge of procedures, policies, and regulations required to succeed.

Responsibilities

• Assist the BFM in defending budgets by preparing and analyzing financial packages, impact statements, and documentation for program and budget reviews.
• Track IT expenditures, manage budget data in financial systems (e.g., PBIS-IT, NAVITAS), analyze execution data, and manage the IT procurement request process.
• Coordinate with stakeholders to gather data and with comptroller organizations (e.g., DFAS) to ensure accurate financial data reconciliation.
• Manage the workload for the BFM’s analyst team, maintain daily tasker trackers, document business processes, and provide backup support to the financial team as required.
