About The Position

This is a federal contracting opportunity that we, the Company, are bidding on and has not been awarded. The availability of this position is contingent upon successful award of the contract. We are seeking experienced Program Facilities & Grounds Manager to oversee, coordinate, and implement comprehensive maintenance services for the Omaha Tribal Detention Facility and 11 additional government structures (6 facilities + 5 homes + 1 duplex), all within 1/4 mile radius or less. This position ensures operational continuity, compliance with regulatory standards, optimized work planning, and total lifecycle management of facility infrastructure, grounds, and building systems. The Manager functions as the onsite program lead, responsible for strategic planning, scheduling, resource allocation, risk identification, reporting, vendor coordination, and oversight of maintenance workflows. Responsible for planning and executing a project. Prepares and maintains the project schedule and budget. Prepares and delivers status reports to the customer. Primary point of contact for the customer. Oversees all work and takes corrective action as necessary to ensure project success. Manages staffing, budget, prioritization, and other personnel matters. May serve as technical lead for the project.

Requirements

  • Bachelor’s Degree or equivalent experience
  • Minimum 4 years of relevant experience overseeing with responsibilities of facilities and grounds management.
  • EPA Section 608 Certification (Type II or Universal) for HVAC refrigerant handling.
  • OSHA 30 General Industry plus LOTO 1910.147-compliant training.
  • NFPA 70E Electrical Safety training with arc-flash hazard awareness.
  • First Aid/CPR/AED certification.
  • OEM equipment training (HVAC units, fire panels, controls, etc.) when available.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license

Responsibilities

  • Manage, direct, and oversee all facility and grounds maintenance activities.
  • Develop, maintain, and execute preventive maintenance (PM) programs per ASHRAE, NFPA, OSHA, EPA, ADA, and OEM guidelines.
  • Act as first responder for breakfix and emergent system failures.
  • Coordinate subcontractors and specialty vendors.
  • Track and manage workload priorities, lifesafety compliance, work orders, equipment lifecycles, and supplies.
  • Maintain complete facility program documentation.
  • Oversee seasonal operations including mowing, trimming, weeding, snow/ice management.
  • Design and execute a comprehensive PM/CM program including Preventive Maintenance Performed according to mandatory standards: HVAC (ASHRAE 180) – monthly, quarterly, semiannual, and annual tasks. Fire Protection (NFPA 25) – monthly through 5year tasks. Fire Alarm (NFPA 72) – monthly, quarterly, semiannual, annual, and 2year sensitivity testing. Electrical Safety (NFPA 70E) – hazard assessments and safe work procedures. Plumbing, lighting, envelope, doors/locks, life safety egress checks.
  • Diagnose and resolve HVAC/electrical/plumbing/minor structural issues.
  • Escalate to licensed vendors where required.
  • Maintain an onsite inventory of critical parts and consumables.
  • Oversee, schedule, and perform Lawn Care: Maintain turf at 2.5–3.0 inches. Mow when growth exceeds 4 inches. Apply the one third rule for safe trimming.
  • Oversee, schedule, and perform Snow & Ice Management: Activate response at ≥2 inches accumulation or ice hazard. Clear accessible routes to ≥36 inches minimum width. Prioritize emergency exits within 2 hours. Complete full campus clearing within 6–12 hours, depending on building priority.
  • Responsible for Annual and monthly PM planning.
  • Responsible for Master equipment inventory management.
  • Responsible for Longrange forecasting for replacement cycles.
  • Responsible for Vendor scheduling and oversight.
  • Responsible for Safety compliance management.
  • Responsible for Maintaining ADAcompliant access routes.
  • Prepare and deliver status reports to the customer.
  • Oversee all work and take corrective action as necessary to ensure project success.

  • May serve as technical lead for the project.
