About The Position

The Program Director is responsible for ensuring the effective delivery of educational services at the Johnstown Day School. This involves the operation of a Private Academic Licensed School. The Program Director is responsible for the supervision of service delivery, staff adherence to internal policy as well as external regulation and licensing requirements, sound fiscal operation, and communication and liaison with local community groups, schools, service agencies, and local state offices and courts of the county and state.

Requirements

  • Requires a master’s degree in education.
  • Requires a special education and supervisory certification through Pennsylvania Department of Education.
  • Requires a valid state driver’s license, safe driving record, and current auto insurance.
  • Requires five (5) years of experience working with children with severe emotional and behavioral issues.
  • Requires working knowledge of the regulations and guidelines of Pennsylvania Department of Education, DPW, OMHSA as related to Approved Private School and Partial Hospital regulations.
  • Requires knowledge of utilizing strength-based approaches to interventions with seriously troubled youth and their families.

Responsibilities

  • Develop and manage systems for the efficient utilization of workforce by establishing staffing patterns, job designs, work schedules, and performance and productivity standards in keeping with PR values and standards.
  • Develop and implement effective strategies for recruitment, screening, selection and hiring of a diverse, qualified workforce.
  • Develop and implement effective staff development strategies including targeted training, supervision, succession planning and professional development programs aimed at enhancing staff competence, satisfaction and retention.
  • Maintain effective performance management and evaluation system to ensure accountability.
  • Administer an appropriate and equitable compensation program consistent with agency practices and standards.
  • Develop and implement effective strategies aimed at program diversification and expansion.
  • Maintain innovative practices based on research and what works for kids and families.
  • Maintain program model integrity and fidelity to PR values and standards.
  • Implement a service delivery system that represents state-of-the-art, best practice guidelines.
  • Manage information systems that generate process and outcomes data that lead to information for informed decision making.
  • Conduct effective advocacy efforts on behalf of program and agency interest.
  • Participate in continuous quality improvement activities.
  • Effectively communicates program needs, wants, goals, and results to all who can benefit from the information and assist with furthering the program’s mission and goals.
  • Effectively conduct crisis communication as needed.
  • Assure proper compliance with record keeping and fiscal policies and regulation.
  • Maintain collaborative working relationships with referral and funding sources and other providers and agencies as appropriate.
  • Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
  • Supervise staff directly or their supervisors depending upon the personnel actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.
  • Ensures that program staffing is qualified and provides continued safety of children served with high rates of success/program completion.
  • Develop, implement and live within the program budget.
  • Oversee the development of educational costs and revenues, (per diems, etc.).
  • Review and approve travel and receipt requests.
  • Establish capital budget request.
  • Maintain awareness of current and potential funding streams and relationships with funding entities.
  • Maintain professional affiliations and connectedness to others in the field through conferences, workshops, and associations.
  • Create and maintain systems for the documentation of all educational activities and uphold the confidentiality of all program records and files.
  • Ensure that all program activities and staff practices follow the regulation and in keeping with Department of Education, DPW and PR policy, procedure, values, and standards of professional and ethical conduct.
  • Develop and oversee a safety program that addresses the safety and well-being of staff and consumers in all activities and environments in which we work.
