The goal of this position is to ensure the federally required ADA inventory is as accurate as possible, ensuring that newly built or upgraded assets are ADA compliant to current standards to prevent harm to pedestrians and protecting INDOT from any civil suits from pedestrians covered by the ADA. The further purpose of this position is to manage the ADA asset program for the Greenfield District. This positions acts as the technical expert for compliance of the district assets and sits in the Technical services department. This includes construction inspection and inventory management of the gis map which includes visually inspecting and measuring every newly constructed asset, Planning with the asset management team, design review and guidance for the scoping team and designers, and also plan review of permits that include ADA assets. This position attends pre-con meetings to give guidance to contractors and construction staff, and also attends field checks to help identify ADA assets that would need upgraded as part of an INDOT project. This position also sits in TAC (technical advisory committee) meetings for contracts in the Greenfield district. This position is responsible for ensuring vendors and contractors working in the Greenfield district implement all current ADA requirements in designing and building effected facilities. This position regularly assists with training INDOT staff and consultants in other districts to use the gis field maps app and general ADA/PROWAG compliance.

Requirements

Working knowledge in program subject matter obtained through experience and/or education.
Specialized knowledge of program area including pertinent rules and regulations.
Basic knowledge of all source materials and references including federal and state laws governing the programs.
Ability to implement new principles and policies and discern any far-reaching implications.
Ability to communicate effectively.
The ability to apply general rules to specific problems to produce answers that make sense.
Ability to work effectively with a wide variety of stakeholders.
Working knowledge of accounting and budget principles.
Familiar with INDOT construction practices.
Experience with the installation and inspection of ADA installations in the field.
Comfortable discussing issues with INDOT staff, consultant designers, and technical experts in the area of ADA compliance.

Responsibilities

Monitor key performance indicators to ensure program effectiveness.
Assist in developing, updating, and monitoring all policies and procedures related to the program area.
Answer customer questions about program policies and procedures.
Act as technical consultant to stakeholders to clarify and interpret policies and procedures.
Prepare and disseminate monthly and annual program reports.
Review the budget and program assets are allocated appropriately.
Monitor compliance and make recommendations to the program to increase efficiencies.
Prepare training materials and train agency employees on program requirements and usage.
Deliver communication plans and communications.
Serve as a liaison between agency and other state and federal agencies.
