About The Position

Freedom House Recovery Center, a provider of comprehensive behavioral health services in central North Carolina since 1974, is seeking a Program Director for its Roxboro clinic. The center serves over 3,000 individuals annually, focusing on individual recovery and supporting community health systems. Services include crisis/detox, halfway houses, mobile crisis, and outpatient clinics in multiple locations.

Requirements

  • Master's degree in human services/medical field.
  • Two years of progressively responsible experience in social work, nursing, counseling, health care management, or substance abuse and mental health services.
  • Direct supervisory experience.
  • Specialized experience in serving high-risk populations around Mental Health, Substance Use, AIDS education, prevention and treatment.
  • High degree of demonstrated training experience in providing culturally sensitive prevention and treatment services.
  • Active North Carolina licensure as one of the following: Licensed Clinical Social Worker (LCSW), Licensed Clinical Mental Health Counselor (LCMHC), Licensed Clinical Addictions Specialist (LCAS), or Advanced Practice Registered Nurse (APRN).

Nice To Haves

  • Dual licensure, particularly: LCSW or LCMHC with LCAS.
  • Candidates without LCAS must demonstrate willingness to pursue LCAS licensure.
  • Associate-level licensure (e.g., LCSWA, LCMHCA, LCASA) may be considered based on relevant clinical and supervisory experience and demonstrated competencies.

Responsibilities

  • Oversees the safe, effective, and appropriate delivery of behavioral, medical, and social services provided through the outpatient clinic, including group and individual therapy, peer support, and Substance Abuse Intensive Outpatient Program (SAIOP).
  • Provide clinical oversight and supervision to the Outpatient Clinic staff, including clinical assessment, development of treatment plans for clients, client census, aftercare planning, charting, maintenance of statistics and completion of billing paperwork.
  • Provides for the efficient and effective management of the day-to-day operations, both administrative and clinical.
  • Maintains strong, consistent working relationships with nearby halfway house staff to support coordination of care, clear communication, and client engagement across residential and outpatient settings.
  • Participates in recruitment and retention of qualified staff that enhances the clinic's viability and furthers the organization's mission and vision.
  • Works in conjunction with HR for staff performance evaluation and disciplinary actions.
  • Works with the Clinical Director and Chief Executive Officer to evaluate performance of overall program, including budgeting, census, staffing needs, etc.
  • Meets regularly with the treatment team and other staff to provide supervision and care coordination ensuring that programs are professionally managed and meeting their clinical, financial, and overall benchmarks.
  • Helps develop and manage program budgets and financial forecasts.
  • Works with leadership to provide quality assurance for all programs including peer reviews, chart audits, CARF preparation, post payment monitoring, and other quality improvement tasks as needed.
  • Ensures compliance with requirements of regulatory bodies, including the State, Medicaid, Medicare, service definitions / clinical coverage policies, commercial insurers, and CARF.
  • Acts as agency representative as needed by serving on committees/boards and building community relationships to help maintain visibility and agency connections in the community.
  • Works to develop program growth opportunities.
  • Maintains appropriate licensure by the appropriate NC licensing Board.
  • Responsible for other duties as assigned.
