About The Position

A.T. Still University's Kirksville College of Osteopathic Medicine (ATSU-KCOM) is seeking a full time, exempt Program Director, RHTP on the Kirksville, Missouri campus. Under the leadership of the Vice Dean, this position will lead the start-up, launch, strategic planning, and daily execution of ATSU’s Hub Anchor operations, serving as the lead staff for Region 16. The Program Director provides administrative oversight and operational management for ToRCH Care activities supported through the Missouri Rural Health Transformation Office (RHTO). The Program Director supervises project personnel (i.e., State-paid Rural Navigators) and oversees frontline Navigator utilization and workflows across partner sites. This position leads regional multi-sector stakeholder engagement, serves as an ex officio non-voting member of the Hub 16 Leadership Board and provides administrative support to the Board and its officers (i.e., Chair, Vice Chair, Secretary). The Program Director oversees Community Information Exchange (CIE) care coordination workflows, ensures programmatic compliance, and serves as the Hub Anchor’s primary operational liaison to ATSU Information Technology Services (ITS) and State representatives. Additionally, this position directs regional outreach and brand promotion in alignment with University and State standards, bridging academic, clinical, technical, social service, and community sectors to advance rural health transformation and regional care integration.

Requirements

Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, Public Policy, Social Work, Health Professions or a related field required.
Minimum of 3 to 5 years of demonstrated experience in healthcare management, program administration, public health outreach, or grant leadership.
Experience leading/supervising personnel, managing contract / grant deliverables, and coordinating multi-agency project timelines.
Proven success building and sustaining partnerships across healthcare providers, EMS, public health agencies, behavioral health organizations, CBOs, school districts, nursing homes, and social service providers.
Experience managing multi-county operations in rural settings with high-need populations facing access barriers like transportation limitations, food insecurity, and provider shortages.
Experience with IT systems, managing secure role-based data workflows, and translating operational data into actionable summaries for leadership and State reporting.
Exceptional strategic planning, project management, and personnel leadership skills; ability to manage competing priorities and track complex multi-agency timelines.
Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint), Google Workspace, Zoom, Citrix/VPN remote environments, and web-based data dashboards; strong technical aptitude to partner effectively with ATSU ITS and CIE vendors.
Outstanding verbal, written, and public presentation skills.
Demonstrated ability to support executive / advisory boards, maintain formal decision logs and meetings minutes, facilitate governance procedures, negotiate across differing organizational interests, and represent the Hub Anchor at RCN and State-level meetings.
Familiarity with basic promotional strategy, stakeholder communication tools, and brand management; ability to translate technical program achievements into clear, engaging materials for community partners and the general public.
Strong analytical skills using data and reporting tools to evaluate program effectiveness, maintain continuous quality improvement, and adhere strictly to data breach protocols (including 24-hour reporting standards).
Able to envision ecosystem growth while maintaining productive, diplomatic relationships across diverse organizations.
Demonstrates high ownership, strong follow-through, and rigorous standards for project execution and data security.

Nice To Haves

Master’s degree (MPH, MHA, MBA, MSW) preferred.
Advanced understanding of health policy, healthcare delivery systems, rural health ecosystems, and community-based social determinants of health (SDOH) workflows.
Working knowledge of CIE platforms, electronic health records (EHR), closed-loop referral systems, and data privacy regulations (HIPAA, 42 CFR Part 2).
Demonstrated experience leading or supervising teams, multi-sector community coalitions, value-based care initiatives, public health activities / projects or Medicaid regional health programs.
Proven track record working with IT teams to implement web-based software, dashboards, or electronic referral platforms.
Experience supporting chronic disease management, behavioral health, maternal health, care transition programs or SDOH in rural settings.

Responsibilities

Provide overarching operational leadership and administrative direction for ToRCH Care Hub Anchor deliverables, State agreements, and institutional reporting milestones.
Oversee digitized project documentation and regional compliance frameworks.
Direct, supervise, evaluate, and mentor the Hub’s Rural Navigator(s).
Oversee personnel utilization, workflow standards, CIE software processes, and closed-loop referral practices across partner sites.
Drive external partner recruitment to sustain the Hub ecosystem across Adair, Knox, Macon, and Shelby counties.
Serve as an ex officio, non-voting member of the Leadership Board.
Direct administrative execution for all Board operations, including preparing / distributing meeting agendas and supporting materials at least 48 hours in advance, coordinating logistics for regular and special meetings to foster cross-sector collaboration and ensure transparency among the State Rural Health Transformation Office (RHTO), Hub partners, and community stakeholders.
Serve as the primary operational liaison to ATSU ITS.
Coordinate with third-party vendors and State-designated CIE teams to manage platform onboarding, workflow integration, data governance, role-based security compliance, and technical referral issue resolution.
Oversee operational, clinical referral, and demographic data collection across Hub Partner sites.
Support Board Secretary by drafting official meeting minutes and maintaining the cumulative, formal decision log to track all binding votes, approved motions, and policy determinations.
Ensure approved minutes, decision logs, and State reporting deliverables are compiled and submitted to the RCN and RHTO and in compliance with Stage Gate requirements, HIPAA, 42 CFR Part 2, and ATSU Policy 55-103.
Assists Vice Dean and Leadership Board in evaluating the operational readiness and feasibility of complementary ToRCH Care funding opportunities.
For Hub 16-specific initiatives, contribute to drafting and submitting collaborative grant proposals and RFP responses in collaboration with Region 16 stakeholders and external agencies.
Monitor routine line-item project spending, track sub-recipient invoice submissions, process purchase requests, and ensure fiscal alignment with State funding guidelines and ATSU Finance protocols.
Promote regional visibility and awareness for the Region 16 Hub.
Coordinate development and distribution of outreach materials, newsletters, website, and promotional campaigns in alignment with ATSU Communication & Marketing standards and mandatory State attribution guidelines.
Coordinates and executes Leadership Board operations, including facilitating the evaluation, priority ranking, and deployment of localized program initiatives (top 3-5 choices) for RHTO approval and Stage Gate progression.
Directs the implementation, multi-sector workflow execution, and reporting activities for the State-funded ToRCH Care Program in Region 16.
Oversees logistics, regional access expansion, workforce development initiatives, and integrated CIE care coordination workflows.
Supports preparation of Region 16 collaborative proposals, RFP responses, and partner agreements by providing operational context, program data, and regional partner input to ensure long-term Hub growth and sustainability.
Promotes regional awareness of the Hub by coordinating outreach strategies, promotional collateral, and community education efforts in alignment with both ATSU and Missouri RHTO branding standards.
