About The Position

Willmeng Construction is seeking a Program Director to provide high-level leadership and oversight for multiple projects from conception through completion. This role will manage Project Executives and lead our Public Safety work, including police stations, fire stations, evidence facilities, and crime labs. The Program Director will be expected to set project objectives, optimize resources, monitor schedule and budget performance, and step in to resolve issues to ensure successful delivery and strong client outcomes. The Program Director will work closely with project managers and project teams while regularly engaging stakeholders, organizational leaders, vendors/suppliers, and external clients.

Requirements

  • BS or MS in Construction Engineering preferred or a BS in Engineering with relevant experience.
  • 10+ years of construction experience preferred, with strong leadership/management capability and a track record of delivering projects successfully.
  • Design-phase experience is required, including coordination with architects/engineers and managing design-related scope, schedule, and budget impacts.
  • Proficient in construction software (Procore, Bluebeam, and Sage) and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Strong relationship-building skills with the ability to develop and maintain connections with current and prospective clients.

Nice To Haves

  • Estimating experience, including conceptual estimating and budget development, is strongly preferred.

Responsibilities

  • Provide executive oversight for multiple projects from preconstruction through closeout, ensuring alignment with scope, schedule, budget, and quality expectations.
  • Lead and mentor project teams (PMs, PEs, superintendents), setting clear performance expectations and supporting staffing/resource planning across jobs.
  • Drive client satisfaction and repeat business through proactive communication, issue resolution, and consistent delivery of project commitments.
  • Monitor project financial performance (cost reports, forecasts, change management) and implement corrective actions to protect margin and reduce risk.
  • Establish and maintain project controls and standards, including reporting cadence, documentation practices, and accountability for milestones.
  • Partner with preconstruction/estimating to support pursuits, review budgets and schedules, and ensure smooth handoff from award to execution.
  • Oversee long-term planning for upcoming work, including pipeline visibility, staffing projections, and readiness for future projects.
  • Collaborate with internal leadership and external stakeholders (owners, architects/engineers, trade partners, vendors) to resolve escalations and maintain strong working relationships.
