About The Position

Catholic Charities of Los Angeles, Inc. is one of the largest human services organizations in California, guided by the mission of creating help and hope for those that are served. The Agency operates 24 community centers and six homeless shelters and delivers a comprehensive range of programs serving individuals and families in need. Good Shepherd Center for Homeless Women and Children is a ministry of Catholic Charities of Los Angeles dedicated to empowering women and families experiencing homelessness. The Center provides emergency shelter, transitional housing, supportive services, and long-term stability programs d designed to help women and children regain independence, heal from trauma, and achieve permanent housing. Through a compassionate, client-centered approach, Good Shepherd serves some of the most vulnerable individuals in Los Angeles, offering safe housing, case management, mental health support, life skills development, and pathways to self-sufficiency. Good Shepherd Center is seeking a Program Director who will be in a senior leadership role responsible for oversight and management of three homeless shelter programs within the Good Shepherd Center. This position ensures high-quality, trauma-informed services while maintaining compliance with all funding, regulatory, and agency requirements. The Program Director will also provide strategic direction, operational leadership, fiscal oversight, and staff supervision, while fostering strong partnerships across the community.

Requirements

  • Master’s degree in Social Work, Public Administration, Nonprofit Management, or related field
  • 5–7 years of progressively responsible experience in social services or homeless programs
  • Minimum 3 years of supervisory/management experience
  • Strong understanding of homeless services systems, trauma-informed care, government contract and budget management.
  • Ability to manage multiple programs and priorities effectively
  • Knowledge of HMIS (Homeless Management Information System)
  • Experience working with women, children, and survivors of trauma or domestic violence
  • Strong written and verbal communication skills
  • Excellent leadership, organizational, and decision-making skills
  • Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and virtual meeting platforms

Nice To Haves

  • Licensed Clinical Social Worker (LCSW) or related licensure (preferred but not required)

Responsibilities

  • Oversee daily operations of three shelter programs, ensuring safe, effective, and client-centered service delivery
  • Develop, implement, and evaluate program strategies aligned with agency mission and contract requirements
  • Develop and manage program budgets, ensuring fiscal responsibility and sustainability
  • Monitor expenditures, contracts, and funding requirements
  • Ensure compliance with local, state, and federal regulations, including housing and social service standards
  • Directly supervise program managers, supervisors, and frontline staff
  • Support professional development and leadership growth within the team
  • Build and maintain collaborative relationships with housing providers, healthcare organizations, and social service networks
  • Represent Good Shepherd Center at community meetings, coalitions, and public events
  • Participate in grant development, fundraising efforts, and contract management
  • Ensure services are trauma-informed, culturally responsive, and equitable
