About The Position

Peel Region is advancing a bold, enterprise‑wide culture and inclusion agenda grounded in our values and guided by our Five‑Year Diversity, Equity & Inclusion (DEI) Strategy (2025–2029) . We are seeking a visionary, systems‑oriented leader to serve as Program Director, Culture & Inclusion , leading transformation that strengthens belonging, accessibility, trust and accountability—inside the organization and across the community. This role is central to how Peel delivers on its mandate, supports its people, and creates equitable outcomes for residents. Reporting to the CFO and Commissioner of Corporate Services , the Program Director, Culture & Inclusion is accountable for the strategic leadership, implementation and evaluation of Peel’s organizational culture, DEI and accessibility priorities. The role plays a critical leadership function in advancing Peel’s Five‑Year DEI Strategy (2025–2029) , which focuses on: Embedding equity and inclusion into decision‑making, policies, programs and services Strengthening inclusive leadership, accountability and organizational culture Removing systemic barriers and advancing accessibility Building trust and meaningful engagement with communities and employees

Requirements

  • Post‑graduate education in Arts, Social Sciences, Human Resources, Business Administration, Organizational Development, or a related field
  • A combination of relevant education, training and progressive leadership experience may be considered in place of formal post‑graduate education
  • A minimum of 7 years of progressive, relevant leadership experience leading organizational change, transformation, culture, equity or inclusion‑focused initiatives
  • A satisfactory Level 2 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
  • Demonstrated experience advising senior leaders and navigating complex organizational, political and governance environments
  • Proven success leading complex, system‑level change , with the ability to influence without authority
  • Strong political, organizational and community acumen within a public‑sector or similarly complex environment
  • Deep understanding of how culture, leadership behaviours, systems and structures intersect to drive equity and inclusion
  • Exceptional communication, presentation and facilitation skills, including engagement with executive leaders and Council, as required
  • A strategic and analytical mindset with the ability to shift fluidly between vision, planning and execution
  • Demonstrated commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Responsibilities

  • Lead enterprise‑wide culture, inclusion, accessibility and transformation strategies aligned to Peel’s long‑term strategic priorities and DEI commitments
  • Act as the corporate point of leadership and advice on organizational culture, DEI and accessibility for senior leaders, Council‑facing committees and external partners
  • Support executive and departmental leadership in identifying, assessing and addressing emerging issues, shifting expectations and complex organizational change
  • Lead and influence multi‑year, cross‑organizational transformation initiatives, ensuring strong engagement, communication and adoption
  • Oversee the strategic and operational leadership of Peel’s art gallery and museum , advancing arts and culture as drivers of inclusion, identity and community connection
  • Build strong, respectful and trusted relationships with internal stakeholders, community partners, advisory bodies and vendors
  • Provide regular reporting, recommendations and presentations to the Commissioner, steering committees, Departmental Leadership Teams (DLTs) and Executive Leadership Team (ELT)
  • Ensure responsible stewardship of operating and capital budgets related to culture, inclusion and transformation initiatives
