About The Position

Administer and manage all aspects of the Carl D. Perkins career and technical federal grant program (including related Kansas Board of Regents career and technical education grants), provide leadership for the career and technical education partnerships that support the Governor’s Career and Technical Education (CTE) Initiative (SB 155), and manage off-campus sites that promote career and technical course offerings and programs for Johnson County Community College (JCCC).

Requirements

  • Bachelor’s Degree + 5 years’ experience managing state/federal grants.
  • A minimum of three years’ experience managing Carl D. Perkins funding at the post-secondary level in Kansas.
  • Experience working with faculty and staff to develop grant proposals.
  • Demonstrated ability to work with faculty/deans/directors and interface with senior level leadership as needed.
  • Able to present information to a variety of stakeholders and assist with management decisions and activities.
  • Familiarity with career and technical education in Kansas.
  • Experience developing and administering departmental goals and budgets.
  • Proficiency w/Excel, Word, and other software packages necessary for developing and submitting reports/documents.

Nice To Haves

  • Masters’ Degree with 3+ years’ experience managing Carl D. Perkins funding at the post-secondary level in Kansas.
  • Familiarity with Kansas Postsecondary Technical Education Authority program policies and guidelines.
  • Demonstrated understanding of Tiered and Non-Tiered courses/funding.
  • Demonstrated understanding of Kansas post-secondary service area requirements.

Responsibilities

  • Develop, write, manage, and administer the Carl D. Perkins Grant Program.
  • Write and submit grant proposals to the Kansas Board of Regents (KBOR) per the established guidelines and timeframes.
  • Ensure approved activities are implemented and managed according to federal, state, and institutional guidelines.
  • Manage the overall grant budget.
  • Oversee facility usage, leasing process, and staffing for off-campus locations Lawrence College and Career Center (LCCC), Peaslee Technical Center (PTC), and Olathe School District.
  • Work closely with JCCC Deans and off-site facility leadership to determine career and technical educational programming needs and assist with Lawrence/Douglas County community outreach efforts.
  • Provide oversight and coordinate with the JCCC Grants Office to ensure all applicable KBOR initiated career and technical grant requirements are met and serve as JCCC’s Career and Technical Education Transitions contact in the Dean’s absence.
  • Plan, administer, and monitor over $150,000 college budget, as well as create and maintain institutional agreements for concurrent enrollment partnership initiatives.
  • Hire, lead, train, and supervise staff members.
  • Assist in the implementation of process improvement initiatives for the program.
  • Develop and maintain policies and guidelines for the program.
  • Develop and disseminate program information to a range of constituencies and maintain accurate records.
