Working in conjunction with Youth Services leadership and Camp RISE and Earn & Learn staff, the Program Development Specialist serves as a key architect of Employ Milwaukee’s youth career pathway strategy, leading the planning, development, coordination, implementation, evaluation, and continuous improvement of career exploration and summer work-based learning experiences for young people. Employ Milwaukee’s Camp RISE and Earn & Learn programs are designed to function as a continuum of opportunity, moving youth from career awareness and exploration to meaningful exposure to employers and post-secondary education and, when eligible, into curated summer employment and work-based learning experiences. The Program Development Specialist will help design and strengthen this continuum, creating intentional connections between career exploration, employer engagement, work-based learning, post-secondary pathways, and longer-term education and employment opportunities. The Program Development Specialist will establish and maintain the foundational systems, structures, schedules, curriculum, partnerships, participant engagement strategies, data collection and reporting processes, policies, and operational procedures necessary to deliver high-quality, compliant, engaging, and scalable youth career pathway programming. The position will help ensure that Camp RISE is not simply a summer career exploration experience, but a structured entry point into Employ Milwaukee’s broader youth workforce development ecosystem. This position will lead year-round planning for Camp RISE, including fall and winter program design and development, preparation for spring registration and participant recruitment, and summer implementation. The position will coordinate career exploration content and experiences; develop outreach and recruitment strategies; cultivate employer, K-12, postsecondary, nonprofit, philanthropic, and corporate partnerships; and assist with fundraising and sponsorship activities designed to sustain and expand the youth career pathway continuum. The position will also work closely with Earn & Learn staff to develop curated summer work-based learning experiences that build upon the career interests and knowledge youth gain through Camp RISE. This includes helping identify appropriate employer placements, strengthening employer engagement, developing transition strategies for eligible Camp RISE graduates, and creating intentional pathways from career exploration into summer employment and subsequent education, training, apprenticeship, and career opportunities. The ideal candidate will bring demonstrated experience working across K-12 education, nonprofit organizations, employers, and institutions of higher education, with the ability to translate those experiences into innovative, structured, and engaging career exploration and work-based learning opportunities for youth. The successful candidate will be both a strategic thinker and a strong program developer, capable of building systems and partnerships that allow Employ Milwaukee’s youth career pathway model to grow, demonstrate measurable impact, and potentially expand to additional sites.
