The North Carolina Rural Health Transformation Program (RHTP) is a statewide initiative led by the Department of Health and Human Services (DHHS) Rural Health Transformation Program and guided by a cross-agency steering committee including the Office of Rural Health, Public Health, Health Benefits–Medicaid and Mental Health divisions. RHTP represents a projected $1B transformative investment to improve health outcomes and access to care for nearly 3 million rural North Carolinians. This position provides leadership and implementation support for statewide health care workforce initiatives. It manages a cohesive workforce strategy across RHTP ROOTS Hubs and DHHS‑- led initiatives, ensuring alignment, integration, and shared learning statewide. The role collaborates with RHTP Leadership and the NCDHHS Senior Policy Advisor for Workforce on program design, workforce strategy, and policy development to strengthen the rural health workforce. It supports workforce efforts related to recruitment, retention, training, workforce pipelines, technical assistance, and policy advancement.
