About The Position

This opening is for the Finance Lead of the Integrated Ship Solutions & Support (IS3) programs within the Ship Systems Integration (SSI) portfolio, part of the Naval Systems & Sustainment (NSS) product area and the Naval Power mission area. This role will support IS3 program leadership and oversee the financial scope of the Polar Security Cutter, Lifecycle and TAO/ESB contracts as well as proposal and capture opportunities. The Finance Lead will perform internal earned value management, IPDS gate activities, quarterly Estimates at Compete (EACs), funding analysis, balance sheet management, staffing analysis, and other financial control activities. This position is also responsible for the monthly forecasting and risk & opportunity management of IS3 financials. They are a critical contributor to developing the monthly Operational Workforce Plan (OWP), Annual Operating Plan (AOP), and Long Range Plan (LRP). This position is a key member of the IS3 Leadership Team and will need to be able to work across a matrixed organization to effectively analyze and message financial results. The role of IS3 Finance Lead offers a terrific opportunity to own the complete financial process of a group of programs spanning capture, execution, and closeout. The role provides the opportunity to increase exposure to multiple facets of not only the SSI, NSS, and Naval Power finance organization, but also Program and Functional leadership teams.

Requirements

  • Typically requires a Bachelor's Degree in Finance or Accounting or related field or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience.
  • Experience with APEX/SAP Managed Programs finance module & Business Warehouse or similar system.
  • Experience in program cost schedule and control environment
  • Experience with Microsoft Office Suite
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Nice To Haves

  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)

Responsibilities

  • Development of quarterly EACs; analysis/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
  • Oversee financials for multiple programs in a portfolio area; assist and provide guidance and mentoring to junior analyst(s).
  • Budgeting, cost control and variance analysis, internal/external reporting, risk management, and financial support.
  • Assist manpower planning, forecasting and reporting.
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
  • Provide internal FP&A support for programs/portfolio; assist with forecasting, reporting and adhoc requests.
  • Support AOP/ Long Range Planning development
