About The Position

Northrop Grumman's Space Sector is seeking a Program Cost Control Analyst – Level 2 or Level 3 to join their collaborative teams in Linthicum, MD. This role is crucial for missions of paramount importance, supporting the Space Systems Sector Business Management organization. The analyst will provide program planning and financial control support within one of three sector divisions: Space Superiority Division, Multi Domain Operations Division, or Intelligence Systems Division. The position operates on a 9/80 schedule, offering every other Friday off. This role is essential for defining the art of the possible from day one.

Requirements

  • Basic Qualifications for Level 2: Bachelor’s degree with 2 years of professional experience – OR – Master’s degree with 0 years of professional experience
  • Basic Qualifications for Level 3: Bachelor’s degree with 5 years of professional experience – OR – Master’s degree with 3 years of professional experience – OR – PhD with 1 year of professional experience
  • Requires an active U.S. Government Top Secret security clearance at time of application, current and within scope, with a willingness and ability to get a SCI clearance
  • Experience with Earned Value Management
  • Experience with financial systems including cost performance reporting and analysis
  • Strong PC skills - specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting)
  • U.S. Citizenship is required for all positions with a government clearance and certain other restricted positions.

  • Experience with COBRA, COGNOS, SAP

Responsibilities

  • Interface with program managers, functional management, cost account managers (CAMs), and business managers to provide financial support and analysis to meet program requirements.
  • Prepare budgets and schedules for contract work.
  • Assist in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis.
  • Monitor costs and schedules on contracts requiring a validated cost schedule control system.
  • Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/assessment, visibility reports, and development/analysis of estimates to complete.
  • Perform analysis and prepare reports to ensure contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Maintain accurate records of expenditures.
  • Direct preparation of expenditure projections.
  • Submit timely requests for additional funding to the government.
  • Other duties as assigned.
