About The Position

The Program Coordinator/Lead Instructor is responsible for the daily administration and instructional delivery of the Road to Careers (R2C) Mixed Fleet Construction Support Academy. This role supports an Integrated Education and Training (IET) program designed to prepare participants for CDL Class B and Class A (Restricted) licensure with construction-related endorsements.

Requirements

  • High School Diploma or equivalent
  • CDL Class B (required)
  • Passenger, Air Brake, and School Bus endorsements
  • Minimum 3 years CDL Class B (or higher) driving experience.
  • At least 1 year of instructional experience
  • Strong mathematical and analytical skills.
  • Proficiency in Microsoft Word, Excel, Outlook, and other software applications for data retrieval, spreadsheet creation, and reporting.
  • Must always maintain confidentiality.
  • Ability to communicate effectively, appropriately, and professionally in both written and verbal formats with coworkers, supervisors, customers, vendors, partner agencies, and grantor staff.
  • ELDT instructor certification (required within 90 days of hire).
  • CPR and First Aid certification required.
  • Valid Maryland Driver’s License.
  • State and Federal Bureau of Investigation Criminal Background Check.
  • National Sex Offender Public Registry Check.
  • Physical examination and Tuberculin PPD Tine Test at hire and annually.
  • Pre-employment, random, and post-accident drug and alcohol testing.
  • Current Certified Driving Record.

Responsibilities

  • Create a safe and effective learning environment.
  • Prepare students for written CDL testing, including: General Knowledge, Combination Vehicles (Class A Restricted), Air Brakes, Tanker & Hazardous Materials Endorsements, Pre-Trip Inspection, Skills & Road.
  • Coordinate behind-the-wheel CDL training: Range instruction and road training, Off-road maneuvering and backing techniques, Construction-context driving scenarios, Pre-trip inspection training, Air brake operation.
  • Coordinate IET delivery with College of Southern Maryland Adult Education Instructor.
  • Ensure compliance with FMCSA ELDT requirements.
  • Maintain Training Provider Registry (TPR) data.
  • Track participant records, attendance, assessments, and credentials.
  • Prepare and submit monthly reports to the Maryland Department of Labor.
  • Coordinate industry certification training: OSHA 10-Hour Construction, ATSSA Flagger, NSC First Aid/CPR/AED.
  • Maintain comprehensive case files for each participant.
  • Document attendance, assessments, progress, and credentials earned.
  • Secure appropriate vehicles for student practice and MVA CDL testing.
  • Schedule MVA tests and coordinate logistics.
  • Respond to program inquiries (phone, email, etc.).
  • Conduct outreach with partner agencies: Tri-County Council JobSource, Department of Social Services, The Jude House, Internal programs.
  • Develop employer relationships to expand participation.
  • Assist graduates with job placement.
  • Collaboration with Workforce Case Manager.
  • Maintain partnerships with employers in transportation and construction sectors.
  • Perform other duties as assigned.
