About The Position

This classification performs specialized administrative and/or technical duties in planning, organizing, implementing and coordinating the daily operations and service delivery of a designated County program. Duties include coordinating program services and resources, requiring the application of knowledge and expertise specific to the designated program. Incumbents oversee daily program operations, function as the program representative and resource, have extensive contact with program participants and stakeholders, and resolve problems within a delegated area of authority. Incumbents may be responsible for directing the work of support/intern staff and/or volunteers in completion of these tasks. Work is performed with considerable independence, under the direction of a Department Head/Elected Official or designee. Juvenile Court Specific duties include overseeing administrative program operations of specialized units such as Electronic Monitoring and Intake, working with assigned staff for training and administrative quality assurance in all detention-related data systems, and providing support, coverage, and training to detention staff for pat searches, intake screening, classification, processing youth, transports, and control booth operation.

Requirements

  • Two years of administrative support experience.
  • Experience which includes the support and/or administration of program activities and customer service is preferred.
  • College level coursework in business or public administration, marketing or a related field may substitute for up to one (1) year of the experience requirement.
  • Positions in specific program areas may require program-related experience, education and/or training.
  • May require a valid Driver’s License.
  • Knowledge of administrative support functions including the operation of standard office machines and equipment.
  • Knowledge of current trends and developments in specific program area.
  • Knowledge of principles and practices of program management and operations, including planning, coordination, monitoring, evaluation and problem solving.
  • Knowledge of applicable federal, state and local laws, rules, regulations and policies governing the area of assignment.
  • Ability to plan, organize, coordinate and implement activities of the program to further the County’s mission and encourage program involvement/participation.
  • Ability to use independent judgment and knowledge to make appropriate and informed recommendations and decisions.
  • Ability to analyze and interpret information and situations quickly and objectively; determine a proper course of action.
  • Ability to use effective communication and interpersonal skills to inform, educate, persuade, motivate, gain concurrence and agreement, resolve conflict and/or develop alternatives.
  • Ability to establish and maintain cooperative and effective working relationships with co-workers, County management, private and public officials, citizen groups and the general public.
  • Ability to conduct research and analysis, compile and organize data into usable formats.
  • Ability to prepare a variety of documents including memos, reports, notices, publications, newsletters.
  • Ability to work both independently and as a member of a team.
  • Skilled in use of personal computers and related software.

Responsibilities

  • Performs a variety of administrative and/or technical duties in planning, coordinating and administering specialized program activities and functions.
  • Provides information, technical assistance and consultation to program participants, employees and/or the public regarding program activities and the interpretation and application of related policies and procedures.
  • Participates in establishing, monitoring and modifying program policies, procedures and standards in consideration of operational and service needs.
  • Assists in the development of a program budget; monitors and analyzes budget in consideration of program plans, goals, objectives, and activities.
  • May receive, process and deposit funds.
  • Conducts research and provides basic analysis of administrative, fiscal and/or program operations and performance in relation to established program goals.
  • Prepares reports, documents, and other related materials regarding program operations, performance, policies, procedures and standards.
  • Assists higher-level staff in the preparation of complex comprehensive plans, summaries, recommendations, progress or special reports.
  • Serves as primary point of contact/liaison for program issues.
  • Anticipates potential conflict(s) and attempts resolution before problems occur; when problems do occur, seeks early-stage resolution within delegated parameters of authority.
  • Elevates unusual or complex problems, along with probable outcomes and solutions, to higher levels for resolution.
  • Plans, evaluates, and consults with staff and outside entities to identify problem areas and explore options for resolution.
  • Recommends courses of action which meet the goals and objectives of the program.
  • Participates in the promotion and administration of various program activities.
  • Prepares training and promotional materials, including publications, newsletters, pamphlets, etc.
  • Attends meetings and/or conferences as the program representative; may develop and make presentations on program related topics.
  • Coordinates and oversees special projects.
