About The Position

We are seeking an experienced Program Control Manager to lead program controls and Earned Value Management activities for the large EVM program. This position will partner closely with the Program Manager and program leadership to manage financial performance, forecasting, EVM reporting, and baseline integrity. The successful candidate must have deep, hands-on EVM experience and the ability to translate complex cost and schedule data into clear, actionable information.

Requirements

  • Bachelor's degree in finance, accounting, business, economics, or a related field.
  • Significant program control or program finance experience in government contracting, aerospace, or defense.
  • Deep working knowledge of Earned Value Management and EIA-748 guidelines.
  • Experience with Integrated Baseline Reviews, baseline change control, variance analysis, and EAC development.
  • Ability to analyze cost, schedule, and technical performance and communicate the business implications.
  • Strong Excel, analytical, leadership, and communication skills.
  • Experience partnering with Program Managers, Control Account Managers, and senior leadership.

Nice To Haves

  • Experience supporting a large defense development or production program.
  • Experience preparing or reviewing IPMDAR submissions.
  • Experience with Deltek Cobra, Open Plan, Microsoft Project, Primavera P6, Unanet, or similar systems.
  • Experience leading or mentoring program control analysts or schedulers.
  • Active security clearance; however, a clearance is not required for consideration.

Responsibilities

  • Lead program control activities, including budgeting, forecasting, variance analysis, financial reporting, and Estimate at Completion development.
  • Serve as the program's EVM subject-matter expert.
  • Maintain alignment among program scope, schedule, budget, and forecast.
  • Lead monthly EVM analysis, including cost and schedule performance, variance explanations, and corrective-action planning.
  • Support Integrated Baseline Reviews, EVMS surveillance reviews, and customer reporting requirements.
  • Prepare and review IPMDAR and other required program-performance deliverables.
  • Partner with the Program Manager, Control Account Managers, scheduling, contracts, and accounting teams to identify and address program risks.
  • Monitor revenue, margin, cash flow, backlog, funding, and overall program profitability.
  • Train and support Control Account Managers on EVM requirements and best practices.
  • Present program performance, risks, and recommended actions to program and executive leadership.
