The Division of Support and Transformation is currently seeking a Program Budget & Finance Supervisor to become part of the State Programs portfolio. The State Programs portfolio includes the following areas: Division of Child Support Enforcement, Division of Licensing, Division of Business Operations and Division of Support and Transformation. This position is responsible for supervising staff who develop and administer the complex program budgeting; and audit policies and processes; providing budget oversight for all projects, including leading and overseeing the budget for large, multi-million-dollar projects, forecasting, monitoring, and building detailed spreadsheets; supervising the budgetary and financial aspects of programs within the State Programs portfolio, as well as establishing processes and controls, and assisting with overseeing and enforcing certain aspects of the budget and will also develop and manage the budget for all large State Programs’ projects, including projects with an Information Technology (IT) component.

Requirements

  • Comprehensive knowledge of, and skill and ability in applying, budgetary, accounting, administrative and fiscal principles and requirements, in particular, as these apply to the State Programs portfolio.
  • Demonstrated ability to manage budgets for large projects, including projects with an Information Technology component.
  • Demonstrated ability to plan, monitor and report on complex budget, including forecasting methods and advanced data and variance analysis.
  • Demonstrated advanced excel (including pivot tables, VLOOKUP/XLOOKUP, formulas), analytical, critical thinking and problem-solving skills.
  • Demonstrated supervisory and leadership skills.
  • Demonstrated excellent numeracy skills with meticulous attention to details.
  • Strong ability to apply and ensure conformance with all federal and state rules and regulations, including internal controls and audit principles.
  • Comprehensive knowledge of, and skills and ability in applying accounting best practices and GAAP principles.
  • Strong foundation in accounting, including reconcilements, chart of accounts, cash flow, and journal entries.
  • Demonstrated ability to lead monitoring and evaluation projects of social services organizations from a budgetary and accounting standpoint.
  • Comprehensive knowledge of program activities and their impact on the Division and Department’s Strategic mission(s).
  • Demonstrated time management and multi-tasking skills.
  • Demonstrated strong verbal and written communication skills, including the ability to communicate financial concepts to non-financial staff.
  • Strong written skills for creating budget justifications, memos or reports.
  • Ability to collaborate with cross-functional teams.
