About The Position

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) is looking for a Program Associate to join the Civic Engagement Practice. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world-class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service. This position will support the Youth Climate Action Fund sponsored by Bloomberg Philanthropies. The Program Associate will support the technical assistance and coaching portfolio of the program by designing and executing training events, coordinating a global network of coaching staff, and identifying trends and success stories for program assessment. The Program Associate will report to the City Support Lead and work closely with staff across BCPI and the Johns Hopkins School of Government and Policy.

Requirements

  • Experience working in and/or with local, state, or national governments.
  • Knowledge of local or state government data practices or innovation methods and strategies.
  • Successful experience in project management of complex initiatives from design to completion.
  • Ability to collect and synthesize information.
  • Ability to successfully cultivate and manage relationships with external stakeholders.
  • Experience in the provision of coaching and training support.
  • Strong professional writing and public speaking skills.
  • Bachelor’s Degree in a related discipline.
  • Three years of related experience in program or project management, public policy, public administration, change management, business administration, or related subject matter expertise.
  • Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

  • Experience working for local, state, or federal government.
  • At least five years of experience working in public policy, public administration, or a related field, particularly within local or state governments.

Responsibilities

  • Provide full-cycle project management for assigned jurisdictions and programs, encompassing project scoping, scheduling, reporting, and data analysis.
  • Review qualitative and quantitative program performance data, identify areas of concern and opportunities for improvement, and present data and recommendations to public sector leaders, Center leadership, and funders, as needed.
  • Provide direct technical assistance to client teams in the design, development, and implementation or deployment of new services, programs, tools, and platforms.
  • Teach skills, techniques, and approaches to public sector teams and support them through the program to achieve desired resident impact.
  • Conduct regular meetings with client teams to track program progress and identify areas of concern.
  • Contribute subject matter expertise to the development of training curriculum and resources. Provide consultation to clients in best practices, leading organizational practices, and resources.
  • Prepare draft reports, summaries, presentations, and other work products for dissemination to Center leadership and external partners, including funders, upon request.
  • Review public sector program performance; identify obstacles or challenges and develop recommended solutions and strategies in partnership with subject matter experts.
  • Facilitate direct connections among and collaborative learning opportunities for and with clients.
  • Contribute subject matter expertise to the development of training curriculum and resources. Provide consultation for clients as best practices in the field of governance, performance management, and data use as well as key organizations and resources.
  • Organize and facilitate on-site and virtual trainings, workshops, and meetings with representatives from government, academia, nonprofits, and other partners.
  • Contribute to the design and development of new tools and resources that align with Center methods and curriculums. Maintain and adapt existing tools for new initiatives.
  • Demonstrate base subject matter knowledge of and best practices in the field and capably provide practical guidance to clients and public sector leadership teams.
  • Collaborate on the design and execution of new program opportunities.
  • Contribute to internal strategy development and continuous improvement initiatives.
