About The Position

Culmen International is seeking a Program Analyst for USSOCOM support at Naval Special Warfare Command (NSWC) / Coronado in San Diego, CA. The Program Analyst will provide overall management, leadership, and oversight for contract execution in support of USSOCOM requirements. USSOCOM requires comprehensive program support encompassing strategic planning and resource planning, contract deliverables and administration, quality assurance development and reporting, Contract Data Requirements List (CDRL) review, strategic resource planning support (e.g., POM submissions, spend plans), budget execution support, including funding document processing and invoice review, and technical and application assessment support.

Requirements

  • Relevant experience supporting related Government agency may be substituted in lieu of formal education
  • Experience supporting USSOCOM or similar DoD organizations
  • Demonstrated experience managing Government contracts and contractor personnel
  • Experience with program planning, resource management, and budget execution processes
  • Familiarity with CDRLs, quality assurance reporting, and contract compliance requirements
  • Strong leadership, organizational, and communication skills
  • Ability to engage effectively with senior Government stakeholders
  • Active Top Secret Clearance

Responsibilities

  • Planning, analyzing and evaluating government contracts
  • Monitoring, measuring and reporting on overall contractual requirements and performance
  • Facilitating the development of initial assessments, initiative design documents and monitoring of program and activities
  • Ensuring contract administrative duties, deliverables, objectives and quality of contract are executed
  • Reviewing, managing, and ensuring timely submission of all CDRLs and deliverables
  • Executing and monitoring contractual management requirements
  • Identifying risks and implementing mitigation strategies
  • Supporting program reviews, briefings, and stakeholder engagements
