About The Position

You will serve as a Program Analyst (Offensive Cyber Ops Fires Planner) in the OCO/IO Division (N04POCO), Cyberspace Operations – Integrated Planning Element (CO-IPE), U.S. Fleet Cyber Command (USFLTCYBERCOM).

Requirements

  • Offensive Cyber Operations (OCO) planning experience
  • Fires and effects planning experience
  • Special Technical Operations (STO) planning experience
  • Experience with Joint and interagency operational planning teams (OPTs) and working groups
  • Experience de-conflicting, coordinating, and integrating maneuvers, fires, and effects
  • Expertise in OCO targeting effects and collateral damage assessment
  • Experience assessing the effectiveness of targeting information for cyber operations
  • Experience supporting the implementation of courses of action
  • Experience making recommendations for process improvement in target evaluation, definition, prioritization, and dissemination of target orders
  • Experience conducting policy analyses related to OCO actions and their effects

Responsibilities

  • Coordinate and synchronize OCO planning activities involved in Joint and interagency operational planning teams (OPTs) and working groups.
  • Provide planning support as an OCO, fires and effects, and special technical operations (STO) planner to facilitate the integration of OCO operations.
  • Assist OPT Leads in coordinating updated planned actions with partners to assure support and provide information essential for mission execution.
  • Represent the command as a key contributor to the deliberations of enterprise-level working groups and joint operational planning teams.
  • Participate in team meetings to provide the expert input required to de-conflict, coordinate, and integrate maneuvers, fires, and effects.
  • Provide technical guidance regarding OCO targeting effects and possible collateral damage to inform leadership decisions during targeting boards.
  • Assess the effectiveness of targeting information in guiding and informing “real world” cyber operations.
  • Support the implementation of proposed courses of action endorsed by the chain of command.
  • Make recommendations to leadership for improved methods to evaluate inputs, define and prioritize targets, and disseminate target orders.
  • Conduct policy analyses to address possible implications for anticipated OCO actions and advise seniors on likely effects across the entire spectrum of conflict.
