About The Position

This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed. The Program Analyst provides project planning, workflow optimization, and program execution support for acquisition and financial assistance initiatives within the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD).

Requirements

  • Minimum of six (6) years of relevant program analysis, project management, or management consulting experience.
  • Demonstrated experience in process improvement, data visualization, federal program management frameworks, and project lifecycle management.
  • Must be able to obtain and maintain a favorable Moderate Public Trust clearance.
  • Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding.
  • Bachelor's Degree required.
  • Must be a U.S. Citizen with excellent analytical, organizational, and writing skills.

Responsibilities

  • Assists in drafting project implementation plans, standard operating procedures (SOPs), and operational frameworks to support IBC AQD initiatives.
  • Conducts business process analysis to identify operational bottlenecks, streamline workflows, and eliminate redundancies across procurement divisions.
  • Tracks key operational metrics, manages project schedules, and compiles data for the Monthly Status Performance Reports (MSPRs), including contractor accomplishment tracking and burn rate analytics.
  • Supports internal and external compliance file reviews, audits, and operational quality checks against AQD approval thresholds.
  • Facilitates project-related workshops, tracks action items, and prepares executive briefing slide decks and status summaries.
