About The Position

Evans is hiring a Program Analyst to join their growing team in one of their contracts in Washington D.C. You will perform support functions that assist in executing project requests and supporting client program needs. We are seeking someone who demonstrates proven success in executing project and business management related tasks, while supporting administrative and program support needs. The ideal candidate will be capable of working autonomously, demonstrating initiative and self-direction in their tasks.

Requirements

  • Possess a Bachelor's Degree and a minimum of 6 years of professional experience, with a strong preference for at least 5 years of experience in independently planning and leading executive-level meetings and forums.
  • Prior FAA experience is required.
  • Strong organizational skills, attention to detail, and ability to support multiple activities and meet deadlines.
  • Ability to adapt and navigate through a fast-paced and changing environment.
  • Maintaining internal and external relationships while executing clear communications.
  • Prioritization of program and project updates while adhering to deadlines.
  • Familiarity with program support, program management, and quality assurance.
  • Experience improving quality, efficiency, and effectiveness by which client program information is shared and communicated.
  • Ability to listen to clients’ challenges, proactively help them solve problems, and follow through on actions.
  • Demonstrate ability to work independently and in teams with minimum supervision.
  • U.S. citizenship or a permanent residency card in the U.S. is required to be an eligible candidate for this opportunity.
  • Employees may be required to hold a specific security clearance depending on the work assignment.

Nice To Haves

  • SharePoint and document management system experience preferred
  • Experience with federal government contracts and FAA Acquisition Management System (AMS) a plus, but not required
  • Government contracting experience is preferred but not required.

Responsibilities

  • Schedule internal and external meetings, and coordinate with DOT/FAA counterparts
  • Prepare agendas, capture meeting minutes, and track action items to closure with assigned owners and due dates
  • Maintain organizational files, program correspondence, and document version control across contractor and government deliverables
  • Support daily standup and weekly strategy session logistics; prepare read-ahead materials
  • Build, maintain, and analyze integrated program schedules covering tower replacement workstreams, including critical path and milestone tracking toward the September 30, 2029 obligation deadline
  • Develop and maintain weekly/monthly status reports on cost, schedule, and performance indicators for program briefings and executive summaries
  • Track task order funding levels, expenditure status by project and accounting classification, and subcontractor invoicing
  • Assist in preparation of investment planning documents, budget justifications, capital planning submissions
  • Monitor contractor billing and labor charging for accuracy; flag anomalies to the contracting officer and program manager
  • Review and synthesize aviation-related program documents
  • Draft correspondence, talking points, and briefing summaries on behalf of the Director
  • Coordinate contractor deliverable submissions, review deadlines, and government review/comment cycles
  • Produce professional program documents (decision briefs, one-pagers, executive summaries, data call responses)
  • Draft and edit technical and management documents for content integrity, format, and audience appropriateness (AMO-1 level)
  • Support development of congressional-quality reports, program briefings, and stakeholder communication packages
