About The Position

The City of Windsor is seeking a Program Analyst to join the Housing & Children’s Services Department. This temporary full-time position reports to the Program and Policy Supervisor in the Children’s Services Division. The role involves providing expert research, analysis, and advice related to childcare planning, strategies, and program initiatives within Windsor and Essex County. The Program Analyst will also offer administrative, research, resource development, and planning support for Early Learning and Child Care Programming and other areas as needed. Responsibilities include assessing operational standards, developing informative reports, program development/analysis, consultation, analytical project management, and problem-solving. The position requires maintaining positive relationships with colleagues and customers, working both independently and within a team, and traveling within the service area to childcare centers. Data collection for budget preparation and coordination of quarterly reports are also key duties. The role includes performing Occupational Health & Safety duties and other related tasks as required. Please note that while positions are in Windsor, management reserves the right to transfer employees and change work assignments.

Requirements

  • Ontario Secondary School Graduation Diploma plus two (2) years of post-secondary education in Early Childhood Education from a Community College or Ontario Ministry of Education equivalencies.
  • Over three (3) years of experience in a child care/group setting, with experience and knowledge in the delivery of Social Services programs.
  • Ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current, valid and lawful Driver’s Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Extensive knowledge of the principals/practices of child and youth development and programming requirements in a child care/group setting.
  • Sound knowledge of the Childcare & Early Years Act.
  • Operating knowledge and training in the Microsoft Office Suite of products (i.e. Word, Excel, etc).

Responsibilities

  • Providing program support to the Manager of Children’s Services by providing expert research, analysis, and advice, particularly in respect to childcare planning, strategies and program initiatives within the Windsor and Essex County areas.
  • Providing administrative, research, resource development and planning support associated with Early Learning and Child Care Programming and other areas as required.
  • Assessing operational standards and present conclusive, informative reports.
  • Involvement in program development/analysis, consultation, analytical project management and problem solving.
  • Maintaining amiable relations with co-workers and customers.
  • Working within a team environment and independently.
  • Ability to travel within the service area throughout Windsor and Essex County as required to apply the levels of service tool for program support at various childcare centres.
  • Collecting data for budget and coordinating activities for budget preparation (quarterly reports).
  • Performing Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • Performing other related duties as required.
