About The Position

i3 is searching for a Program Analyst to join our team. Responsibilities Supports CPE Aviation Plans, Programs, Resources, & Procurement with senior program/budget support. Ideal candidates have recent and relevant experience gained from providing similar types of support to DOD organizations or DoD contractors. This position requires the candidate to already possess a Secret Security Clearance (Active).

Requirements

  • Experience with Funds Distribution, Purchase Requisitions, and Program Reconciliation, utilizing General Fund Enterprise Business System (GFEBS).
  • Experience collecting and analyzing financial data.
  • Possess working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Knowledgeable of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA), Aircraft Procurement Army (APA) and Research, Development, Test & Evaluation (RDT&E)
  • Experience reviewing travel orders and authorizations in Defense Travel System.
  • Experience with Program Elements (PE) and MDEP’s, and Subactivity Groups (SAGs).
  • Experience preparing Spend Plans.
  • Experience in funds execution, planning, and programming of Army appropriations.
  • Experience developing and defending POM requirements for Army appropriations.
  • Experience with Automated Time Attendance and. Production System (ATAAPS).
  • Must have demonstrated experience working in a team environment.
  • Must have excellent written and oral communication skills.
  • Active Secret clearance required.
  • Bachelors and 1 year concentrated in the functional responsibility area of the position to be filled
  • Masters and 5 years concentrated in the functional responsibility area of the position to be filled
  • Strong written and verbal communication skills.
  • Ability to clearly communicate programmatic, acquisition, financial, contract, technical, logistics, and fielding information in discussions, documents, and briefings.
  • Ability to interact professionally with customers, staff, contractors, users, capability managers, and stakeholders.
  • Strong organizational skills and attention to detail.
  • Ability to manage time effectively and prioritize multiple programmatic and technical tasks.
  • Ability to work well under pressure while maintaining professionalism.
  • Strong analytical, critical thinking, and logical problem-solving skills.
  • Ability to evaluate program information and recommend practical courses of action.
  • Ability to lead and coordinate multidisciplinary teams, Integrated Product Teams, and working groups.
  • Ability to work both independently and collaboratively as part of a team.
  • Initiative and willingness to support a rapidly evolving aviation, UAS, acquisition, and program management environment.

Responsibilities

  • Supports CPE Aviation Plans, Programs, Resources, & Procurement with senior program/budget support.
  • Review, analyze, and interpret various GFEBS financial documents and reports, against established financial metrics.
  • Reviews and consolidates SmartCharts (Program Reviews) input.
  • Renders input in preparation for high-level meetings with customers, senior Army officers and civilians, corporate executives, government action officers, and other vendors.
  • This input may be narrative or charts and should be of a quality that little rework is required by senior analyst or PM.
