About The Position

Kundlas Consulting Group is seeking a Mid-Level Program Analyst to support federal program management, performance measurement, business-process improvement, reporting, strategic planning, and data analysis activities. This position will assist program offices, leadership teams, acquisition staff, financial-management personnel, grants-management teams, and technical stakeholders with evaluating program effectiveness, improving operational processes, tracking performance, developing reports, supporting management reviews, and providing analytical recommendations. The ideal candidate will have strong analytical, organizational, communication, and problem-solving skills, with experience supporting federal programs, performance-management requirements, and evidence-based decision making.

Requirements

  • Bachelor’s degree in business administration, public administration, management, project management, data analytics, finance, political science, or a related field preferred; relevant experience may be considered in lieu of degree.
  • Three to six years of experience supporting program analysis, management analysis, project coordination, business-process improvement, performance reporting, strategic planning, or related government support functions.
  • Experience conducting program analyses, management studies, process reviews, workflow assessments, or operational evaluations.
  • Ability to collect, validate, organize, analyze, and present quantitative and qualitative program data.
  • Experience developing performance measures, milestones, status reports, dashboards, executive briefings, decision papers, presentations, or analytical summaries.
  • Ability to monitor schedules, deliverables, action items, risks, issues, dependencies, and program milestones.
  • Strong written and verbal communication skills with the ability to present findings and recommendations to program staff, leadership, and stakeholders.
  • Strong organizational skills with the ability to manage multiple priorities, deadlines, reporting requirements, and stakeholder requests.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.
  • U.S. citizenship may be required depending on client or contract requirements.
  • Ability to pass background checks, suitability requirements, or security clearance requirements, as required by the client or contract.

Nice To Haves

  • Prior experience supporting federal program offices, management analysis, performance-management initiatives, strategic planning, or business-process improvement efforts.
  • Familiarity with the Government Performance and Results Act, GPRA Modernization Act, OMB Circular A-11, annual performance planning, performance reporting, and federal program accountability requirements.
  • Experience developing Standard Operating Procedures, desk guides, process maps, workflow documentation, program guidance, management controls, and internal reporting tools.
  • Experience supporting data calls, management inquiries, program reviews, leadership briefings, risk assessments, and reporting requirements.
  • Experience using spreadsheets, databases, reporting platforms, visualization tools, dashboards, SharePoint, Power BI, or comparable analytical and reporting systems.
  • Experience coordinating across program, acquisition, financial-management, grants-management, technical, and executive-level stakeholders.
  • Experience identifying process gaps, bottlenecks, duplicative activities, operational risks, performance variances, and improvement opportunities.
  • Active or previously held security clearance preferred.
  • Ability to obtain and maintain a security clearance, if required.
  • Professional certifications such as PMP, CAPM, Lean Six Sigma, Certified Business Analysis Professional, or related program/project-management credentials are a plus.
  • Experience supporting Department of the Interior, FEMA, USACE, DHS, or other federal agency program operations is a plus.

Responsibilities

  • Conduct program analyses and management studies to evaluate the effectiveness and efficiency of existing operations, processes, procedures, and organizational practices.
  • Study and document business processes, workflows, roles and responsibilities, dependencies, controls, and information flows.
  • Identify process gaps, bottlenecks, duplicative activities, operational risks, and opportunities for business-process improvement.
  • Develop recommendations addressing management problems, operational weaknesses, performance gaps, and process inefficiencies.
  • Collect, validate, organize, and analyze quantitative and qualitative program data.
  • Develop and monitor performance measures, performance targets, milestones, outputs, outcomes, and other key program indicators.
  • Analyze program performance against established goals and identify root causes of performance variances.
  • Support development and execution of strategic plans, annual performance plans, performance reports, and other performance-management requirements.
  • Support applicable requirements associated with the Government Performance and Results Act, GPRA Modernization Act, and OMB Circular A-11.
  • Develop program dashboards, performance reports, status reports, executive briefings, decision papers, presentations, and analytical summaries.
  • Monitor program schedules, milestones, action items, deliverables, risks, issues, and dependencies.
  • Support project-planning and project-management activities involving schedules, resources, priorities, deliverables, and stakeholder coordination.
  • Develop and update Standard Operating Procedures, process documentation, desk guides, management controls, and program guidance.
  • Coordinate responses to data calls, management inquiries, program reviews, and reporting requirements.
  • Facilitate meetings and working sessions while documenting decisions, action items, assigned responsibilities, and follow-up activities.
  • Use automated systems, spreadsheets, databases, reporting platforms, visualization tools, and analytical tools to organize and evaluate program information.
  • Coordinate with program, acquisition, financial-management, grants-management, technical, and leadership stakeholders.
  • Present findings and recommendations that support evidence-based management and informed decision making.
  • Maintain organized records, program trackers, meeting notes, action-item logs, dashboards, performance files, and supporting documentation.
  • Assist with process-improvement initiatives that strengthen program efficiency, reporting accuracy, stakeholder coordination, internal controls, and operational effectiveness.
