Davis Defense Group, Inc. is seeking a Senior Program Analyst to provide recommendations for E-130J related initiatives. The E-130J is an acquisition category (ACAT) I program that has recently entered the Engineering and Manufacturing Development (EMD) phase. This role reports directly to the IPT Lead, responsible for tracking contract execution and performance, and initiating/developing funding and procurement documents for future program requirements within the IPT's purview. The position requires applying knowledge and expertise in continuous process improvement to track performance against program office efforts. The Senior Program Analyst will provide acquisition management support for the E-130J platform, which will be critical to America's nuclear deterrence once fielded. This involves applying NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning. The role includes recommending acquisition improvements, preparing program reviews, and evaluating alternative strategies to mitigate program risk. Responsibilities also encompass facilitating and tracking spend plans using CSPT, aligning SPID entries with the IPT strategy, and responding to and developing program data calls. The analyst will liaise directly with program office Contract Specialists and Procurement Contracting Officers to develop and process various contractual documentation, including SOW, SOO, Performance Based Specifications, CDRLs, and Technical Evaluations. Procurement management using the PMT is also a key function, involving the development and management of PID, coordination of Procurement Planning Conferences (PPCs), generation and tracking of Procurement Planning Agreements (PPAs), and inputting, tracking, and reporting PMT actions and milestones. The role requires participation in status briefs, recommending responses to program inquiries, and serving as the lead for managing, tracking, and reporting procurement status and activities. Support for IPT operations includes scheduling and organizing meetings, making and assessing data calls, updating schedules, and assisting in the development of procurement packages. The analyst will track program/project status and schedules, and develop/coordinate program documentation, requirements documents, and program and budget/funding resource plans.
