The company is seeking a highly motivated and energetic Program Analyst - Senior to join its teams. This role supports a Navy customer in Lexington Park, MD. The selected candidate will perform Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to accomplish functional objectives. The position provides cost estimating and financial management support, including all activities that occur during the life cycle of a program. The analyst will present plans, recommendations, analyses, and other advice within a broad functional area to customers, site managers, and all employee levels within the project. Responsibilities also include preparing studies, plans, and analyses in support of the delivery order. The role involves executing F/A-18E/F and EA-18G Service Life Assessment Program (SLAP)/Service Life Extension Program (SLEP) and F/A-18 E/F Service Life Extension (SLM) Program Indefinite Delivery/Indefinite Quantity (IDIQ) contracts task orders and delivery orders from start to finish. The analyst will establish contract processes to request estimates, technical evaluations, negotiate, and award task orders expediently. Further duties include drafting Requests for Proposals for future task orders, analyzing proposals from the Contractor, and participating in meetings and negotiations for technical evaluations of proposals. The position requires creating Procurement Initiation Documents (PIDs), Procurement Management Tool (PMT) records, and all documentation required for routing PID packages for approval. The analyst will also create Purchase Requests in the financial system (N-ERP) to route to Business Financial Managers (BFMs). Additional tasks include creating Statements of Work (SOW), Contract Data Requirements List (CDRLs), and providing contract attachments, such as DD254s, Government furnished equipment lists, Independent Government Cost Estimates, Cost and Software Reporting Plans, Technical Directive Checklists, and CDRL Addressee Lists. The role involves entering funding into the Navy ERP system for task orders/delivery orders, reviewing contracts prior to release to ensure accuracy and support for the program office’s needs, managing budget and requirements with IPT to ensure funds are allocated appropriately, and creating obligation-phasing plans, spend plans, continuing resolution plans, and Program Objective Memorandum (POM) submissions.
