About The Position

Delta Solutions & Strategies is seeking a Program Analyst IV to support our customer in Huntsville, AL. This role serves as an International Program Analyst for the Security Assistance Management Division, focusing on the Apache Kuwait program, and previously managed Jordan and Bahrain HIMARS & MLRS programs. The position is responsible for all transportation movement and actions for the Apache Kuwait program and was responsible for the overall development, coordination, and control of Jordan & Bahrain international programs for the sale of Multiple Launch Rocket System (MLRS), High Mobility Artillery Rocket System (HIMARS) and the MLRS Family of Munitions to friendly foreign governments. Key duties include determining country unique system requirements; developing, justifying, and/or consolidating proposals for funding requirements, material requirements, schedules, training, procurement, production, and deployment, technical assistance documentation, etc.; presenting and clarifying proposals to higher authority and foreign customers; and implementation and financial budgetary execution of approved cases. The analyst will determine each country's unique requirements for equipment, software, system interfaces, technical assistance, contractor training, and documentation based on knowledge of system configuration and technical characteristics. They will anticipate and analyze problem areas likely to be encountered in program development and provide information/guidance for appropriate corrective actions to project office technical specialists. Responsibilities also include preparing letters of agreement, letters of offer and acceptance, memoranda of understanding, price and availability studies, and planning and budget estimates for proposed cases. The role involves developing and consolidating price and availability information, reviewing and interpreting DOD security assistance policies, regulations, procedures, and changes, and maintaining liaison relationships with various government and contractor entities. The analyst will prepare and provide briefings, review and provide guidance/policy changes to SAMD case developers, update case reason returns in SAMD SharePoint, coordinate to develop new MASLs, and update Staff Call Charts. Participation in FMS Process reviews to analyze the process and determine ways to reduce the timeline for FMS Programs is also a key function. The role requires compiling input for weekly SYNC meetings, establishing and maintaining relationships with DA/DOD agencies, providing daily, weekly, monthly, and quarterly reporting, establishing freight forwarder relationships, and updating partner nations on Repair & Return (R&R) status of items.

  • Prepares letters of agreement, letters of offer and acceptance, memoranda of understanding, price and availability studies, and planning and budget estimates for proposed cases from requirements determination.
  • Develops and consolidates price and availability information for all elements of the case including determination of additional in-house manpower requirements.
  • Reviews and interprets DOD security assistance policies, regulations, procedures, and changes thereto for impact on international programs and plans.
  • Maintains liaison relationship with higher headquarters, other DOD activities, contractor, foreign liaison offices, and DA organizations concerned with international activities in order to ensure appropriate coordination/cooperation in the development and management of international programs/cases.
  • Prepares, provides, and/or arranges for briefings on the MLRS Family of Munitions, and attends official functions as a representative of the PM.
  • Review and provide guidance/policy changes to SAMD case developers.
  • Update the Case Writing Division case reason returns in SAMD SharePoint.
  • Coordinate with USASAC & DSCA to develop new MASLs (Materiel Article and Services List).
  • Update Staff Call Charts to monitor TMT LOR technical evaluation taskers as well as red and amber status items from the COP (contracting, execution, SDRs, and CWD returns).
  • Participate in the FMS Process reviews with all LCMCs, USASAC, & DASA DE&C to analyze the process and determine ways to reduce the timeline for FMS Programs (from LOR receipt to demilitarization).
  • Compile input for weekly SYNC meeting pertaining to all cases.
  • Establish and maintain relationships with DA/DOD agencies such as USASAC-NC, DSCA, DASA, DE&C, CECOM, TACOM, PM, and other LCMCs.
  • Provide daily, weekly, monthly, and quarterly reporting such as end of day reports.
  • Establish freight forwarder relationship with partner nation and provide guidance for shipping classified and unclassified material.
  • Update partner nation on Repair & Return (R&R) status of items are various depots around the United States.
