About The Position

This is a highly responsible professional position within the Division of Children's Medical Services, Bureau of Child Protection and Special Technologies, Contract Management Unit located in Tallahassee, Florida. This position is supervised by the Senior Management Analyst II -SES. This position serves as a certified contract manager and requires a person who is attentive to details, highly organized, possesses strong written and verbal communication skills and ability to meet deadlines. This position requires experience, training and certification in contract management and knowledge of state of Florida administrative processes. To be considered for this position responses to the qualifying questions are required and must be verifiable based on your submitted application. The contract manager will be responsible for management of program Child Protection Team Program (CPT), the Poison Information Center Network (FPICN), and the Sexual Abuse Treatment Program (SATP) contracts including development of contract documents including new contracts, amendments, and renewals to contract providers regarding contract deliverables, processes, and invoice requirements. This position requires communication with programmatic personnel and attendance at relevant meetings related to management of CPT, FPICN, and SATP contracts. The contract manager will be responsible for the performance of monitoring activities within required timeframes, including fiscal, programmatic and administrative contract monitoring, to ensure accurate and timely performance of services and contracts are in full compliance with the State of Florida requirements. This position is responsible for ensuring timely execution of contract documents and working with the Division Contract Liaison. The position is responsible for maintaining complete documentation of contract management activities in the appropriate files. This position also requires a working knowledge in the preparation of amendments, renewals, and extensions; maintaining a contract file; the financial management of contracts; payment processes and invoicing; budget-related activities for assigned contracts including budget oversight; preparation of financial reconciliations; contract closeout; and reporting. This position ensures the Division’s compliance with contract management related to State, Federal and Department laws, rules, regulations, policy and procedures. This position is responsible for establishing and maintaining tracking and reference logs to improve timeliness and efficiency. This position is responsible for maintaining invoice review processes and amendment review documentation to ensure consistency within the team. This position is responsible for maintenance of the contract invoice log is required to track monthly invoices are received, approved, and submitted to Finance and Accounting timely and paid within prompt payment requirements. This position is responsible for creating and maintaining other logs for documenting contract amendment, preparation, progress and updating Excel files to properly calculate changes in contract payments. The contract manager must successfully complete and maintain training conducted by the Chief Financial Officer for accountability in contracts and grant management in accordance with section 287.057(15)(c), F.S. Other job duties as assigned.

Requirements

  • Currently a Florida Certified Contract Manager (FCCM).
  • Currently employed by a Florida agency in the State Personnel System.
  • One year of contract or grant management, procurement, auditing invoices for contracted vendors or service providers.
  • Availability to travel 30% of time.
  • Knowledge of basic management principles.
  • Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.
  • Knowledge of methods for compiling, analyzing, and evaluating data.
  • Knowledge of government accounting systems.
  • Knowledge of state and department contracting procedures and requirements.
  • Knowledge of quality assurance techniques.

Nice To Haves

  • Five years of experience managing state of Florida contracts more than $5 million annually.
  • Experience managing state of Florida contracts more than $100,000.00 annually.
  • Experience using state contract and financial applications (i.e., Florida Accountability Contract Tracking System (FACTS), Florida Accounting Information Resource (FLAIR), Financial Information System, Department etc.).
  • Bachelor's degree from an accredited college or university in the field business administration, human services, health, social work, psychology, public administration, or a related field.
