About The Position

The Program Analyst - Housing Recovery Programs supports the client by providing general programmatic oversight of three housing programs – the Rental Assistance Program (RAP), the General Disaster Assistance Program (GDAP), and the Home Repair Program (HRP) – in response to DR-4909-HI (2026 Kona Low Weather Systems, March 10–24, 2026), the April 6, 2026 severe weather event, and the May 22, 2026 Mauna Loa earthquake. The position is responsible for monitoring program performance, maintaining program documentation, supporting various stakeholder requests, and coordinating and leading weekly program-progress meetings across all three programs. The team member will also assist with resolving program issues, fielding partner-agency questions, and implementing or revising policies and procedures as determined necessary by client, along with ongoing program tracking for the active duration of all three programs. This is a Hawaii project which may require travel.

Requirements

  • Ability to analyze data and translate findings into actionable recommendations.
  • Experience developing reports, dashboards, and performance metrics.
  • Ability to work independently while supporting a multidisciplinary team.
  • Strong time management skills and ability to meet deadlines in a fast-paced environment.
  • Strong proficiency in Microsoft Excel, Word, PowerPoint, and other data management tools.
  • Minimum of five (5) years of experience supporting program operations, compliance, reporting, disaster recovery and housing programs, or related government-funded initiatives.
  • Experience working with multiple stakeholders, including government agencies, consultants, contractors, and community organizations.
  • Valid driver's license and background screening required.

Responsibilities

  • Support the development, implementation, and maintenance of program policies, procedures, and operational guidance.
  • Monitor program activities to ensure compliance with state, federal, and program-specific requirements.
  • Develop and maintain dashboards, reports, and tracking tools to support program management and decision-making.
  • Assist with preparing reports, presentations, briefings, and other deliverables for program leadership and stakeholders.
  • May supervise assigned project personnel in the delivery of housing programs.
  • Support data integrity, records management, confidentiality, and information security requirements.
  • Assist with resource tracking, workflow monitoring, and program operational planning activities.
  • Follow and ensure adherence to all health and safety guidelines.
  • Perform other duties as assigned.
