Under general direction, this position provides professional-level work in implementing, administering, and developing program activities. The Program Administrator offers technical expertise to staff, other agencies, program participants, and the community for the El Paso Metropolitan Planning Organization (MPO). This role involves planning, organizing, developing, implementing, overseeing, and reviewing programs and activities to meet the goals and objectives of the El Paso MPO. Key responsibilities include auditing and evaluating program funding using the Unified Planning Work Program (UPWP), determining if programs are achieving objectives, identifying and preparing program amendments for grant funding, and tracking their approval process. The position also involves analyzing program data, conducting complex studies and surveys, and ensuring program compliance with departmental goals, applicable laws, rules, and regulations. Additionally, the role includes managing delegated financial services functions, participating in the Comprehensive Annual Financial Report (CAFR), overseeing general ledger reconciliation, preparing journal entries, managing payroll and benefits operations, and assisting external auditors. A significant part of the role is monitoring and ensuring compliance of all Federal funds awarded by the MPO, tracking expenditure of federal grant funds, monitoring sub-recipient agencies, and coordinating with various agencies to ensure funds are used as detailed in project scope of work. The position also involves reviewing progress reports, timelines, and agreements, and supervising assigned personnel.
