This role works under general direction and requires general supervisory principles and techniques, agency policies and extensive knowledge of the agency classification system. The Program Administrator 3 is responsible for making determinations related to all aspects of the classification process, including working with reception centers and institutions to schedule transfers, process classification instruments, separations, and review and determine outcomes of protective control hearings. This role is also responsible for reviewing and determining outcomes of appeals to classification, job assignments, and protective control hearings. The position serves as a liaison between the Bureau Chief and representatives of other states who have entered into a compact agreement with Ohio, and drafts reports and responds to correspondence related to incarcerated individuals transferred between Ohio and other compact states. The role involves receiving and responding to inquiries from various parties regarding the placement or movement of incarcerated individuals. The Program Administrator 3 provides advice and directions to wardens and other institution staff, writes and/or reviews communication written by staff prior to signing, and formulates, reviews, modifies, and implements policies. Additionally, the role may involve attending meetings, training courses, and conferences, giving presentations, conducting training, responding to questions and concerns, and working on special projects or committees. The position is responsible for conducting site visits if required, meeting with institution staff and incarcerated individuals, submitting site visit reports, identifying and graphing trends, developing recommendations for action, and interviewing incarcerated individuals and staff. The Program Administrator 3 works with the Bureau of Classification Chief to adjust living unit capacity and represents the Bureau Chief at meetings and conferences with various agencies regarding the DRC classification program and procedures.
