About The Position

This position will review consultant prequalification applications for completeness and make a determination whether the application request is to be returned for additional information or forwarded to the prequalification technical evaluators for review. Requirements

  • Knowledge of Professional Prequalification (PPQ) application reporting tools.
  • Knowledge of governing statutes, Florida Administrative Code, procedures and guidelines related to professional services qualification.
  • Knowledge of formal documentation associated with corporate mergers, acquisitions, and name changes.
  • Knowledge of requirements and process for Assignment Agreements following merger of consultant firms.
  • Knowledge of PSI data merger process.
  • Ability to communicate effectively, both written and verbal.
  • Ability to collect, evaluate, and analyze data to develop recommendations, solve problems, document workflow & other activities relating to the improvement of work processes.
  • Ability to organize data for presentation in reports, documents, and other written materials.
  • Five years of professional business experience. Post-secondary education can substitute for the required work experience on a year-for-year basis.
  • A bachelor’s degree from an accredited college or university and one year of professional experience in reviewing forms or applications for completeness and inputting data in a database system.
  • Experience as described above can substitute on a year-for-year basis for the required college education.
  • Candidates must be United States (U.S.) citizens or lawfully authorized alien workers.

Responsibilities

  • Reviews consultant prequalification applications for completeness and make a determination whether the application request is to be returned for additional information or forwarded to the prequalification technical evaluators for review.
  • Coordinates and tracks prequalification technical review evaluations for 16 groupings/areas of technical expertise: Project Development & Environmental Studies (PD&E); Highway Design- Roadway; Highway Design- Bridges; Bridge Inspection; Traffic Engineering & Operations Studies; Traffic Operations Design; Surveying & Mapping; Soil Exploration, Materials Testing & Foundations; Construction Engineering Inspection; Engineering Contract Administration & Management; Planning; Architecture; Landscape Architecture; Right of Way Appraisal; Right of Way Acquisition; Financial Audits.
  • Instructs national and international consultants regarding qualification requirements, in accordance with Department Rule and procedures.
  • Provides specific instructions and guidance to consultants, when additional information is required for determination of minimum professional services work type qualification requirements.
  • Inputs all prequalification information into the Professional Prequalification (PPQ) application in order to generate qualification and renewal letters.
  • Makes recommendations for modifications to the PPQ application, and Professional Services Consultant Qualification Procedure No. 375-030-001.
  • Prints and furnishes computer reports (PPQ data extracts) requested by consultants for contract residual information, performance grades, and active contract information.
  • Coordinates between the requesting consultant, Procurement Office, General Counsel, and prequalification technical review personnel on any Administrative Hearing requests related to denial of consultant prequalification.
  • Coordinates preparation of approval and denial letters to requesting consultants.
  • Performs lead coordination role on consultant mergers, acquisitions, and name changes, responsible for determining and confirming the list of active District and Central Office prime contracts to be impacted by the merger in preparation for Assignment Agreements.
  • Prepares assignment agreements for professional services prequalified consultants.
  • Verifies that consultant firms transfer all professional licensure, professional liability insurance, registrations requirements for interim/projected rates following merger of assets/resources, etc., ensuring effective dates, signatures, as well as the required formal documentation.
  • Responsible for maintaining merger records as well as data merger in PPQ of prequalification and performance evaluation grading information for all firms involved.
  • Performs periodic quality assurance audits of samplings of qualification submittal packages to ensure consultant compliance with qualification requirements.
  • Conducts inquiries to ensure lists of qualifying staff are still valid.
  • Assists in the development of Procedure No. 375-030-001, Professional Consultant Qualification to establish agency requirements for the Consultant professional services consultant prequalification process.
  • Trains technical qualification reviewers in the Central Office and Gainesville testing laboratory regarding their roles and responsibilities as evaluators for the consultant prequalification process.
