About The Position

The Department of Licensing (DOL) is seeking two (2) Professional Licensing Representatives for its Regulatory Compliance Unit within the Business and Professions Division (BPD). This division is responsible for licensing and regulatory activities for 34 professions and 143 license types, administering the Prorate and Fuel Tax program, overseeing Combative Sports events, managing Uniform Commercial Code filings, Performing Rights Society registrations, and maintaining the Firearms database. The DOL is a public-facing state agency and the second largest revenue-generating agency in Washington State, interacting with over 6 million residents and advancing public safety and consumer protection.

Requirements

  • Six (6) years of technical experience in a licensing or regulatory program. Up to two (2) years of relevant education may substitute year for year for experience.
  • OR One (1) year of experience as a Professional Licensing Representative 1 (PLR1).
  • Three (3) years of experience and technical knowledge using Outlook, Word, Excel, Adobe Pro, SharePoint, OneNote, and MS Teams.
  • Two (2) years of experience researching, analyzing, and applying state and federal laws, rules, regulations, statutes, policies, and procedures to resolve customer complaints, inquiries, and complex problems.
  • Two (2) years of experience drafting and reviewing legal or technical documents.
  • Two (2) years of experience communicating effectively, verbally, and in writing, to a diverse clientele while respecting and maintaining confidentiality.

Nice To Haves

  • Additional higher-level degree or certification in business or public administration or related field.
  • Technical experience in a regulatory or licensing program analyzing laws and rules.
  • One (1) year of experience understanding and analyzing investigative reports and evidence.
  • Determining equitable and fair administrative actions.
  • Understanding the Administrative Procedures Act and ensuring due process.
  • Drafting legal documents with exceptional attention to detail.
  • Experience working in POLARIS, DRIVES, user interfaces, and web-based applications.
  • Experience retrieving and updating data from unique Department database systems.

Responsibilities

  • Manage a compliance caseload, carrying out disciplinary actions involving unlicensed practice, and violations of state laws and rules.
  • Track the timeliness and execution of disciplinary actions and fulfillment of sanctions while protecting due process.
  • Draft complex legal documents.
  • Communicate with respondents, licensees, staff, and the public about adjudicative proceedings, options for settlement, and agency policies and procedures.
  • Review investigative reports to identify relevant facts and evidence.
  • Identify statutory authority and determine appropriate actions for complaints of unlicensed practice and violations of state laws and rules.
  • Collaborate on drafting complex legal documents.
  • Manage requests for adjudicative proceedings in a timely manner and serve as the primary contact for respondents on assigned cases.
  • Track case files, monitor case status, and adhere to case timelines.
  • Update and ensure compliance with disciplinary actions.
  • Assist with legislative and rule implementation.
  • Respond to public records requests.
