About The Position

The Oregon Department of Education (ODE) is seeking a Professional Learning System Specialist (Education Program Specialist 2) to join their Educator Advancement Council (EAC) team. This is a permanent, full-time, exempt position represented by the Service Employees International Union (SEIU). The role follows a hybrid work model, requiring onsite presence for specific business needs and remote work with a reliable internet connection and professional environment. Occasional in-state and infrequent out-of-state travel may be necessary, and a driver's license, acceptable driving record, and personal vehicle or alternative transportation are required. The position provides ongoing coordination of Oregon’s statewide Professional Learning System for educators, working with agency leadership, school and education service districts, and the EAC to align state-funded professional learning initiatives and grant programs. This system, including an online platform, is crucial for ensuring equitable access to high-quality professional learning for educators across the state, aiming to increase capacity for instructional improvement. The specialist will provide leadership to ensure the system's effectiveness and alignment with state priorities for achievement, equity, and access. This involves collaborating with curriculum experts, state agencies, Regional Educator Networks, districts, and partners to deliver high-quality, culturally responsive, standards-aligned professional learning. The role also advances integration with key initiatives such as licensing modernization, early literacy, and accountability. It identifies policy and system gaps and develops recommendations and implementation strategies to strengthen coherence, equity, and effectiveness across Oregon’s professional learning systems.

Requirements

  • Master's degree in Education or related field from an accredited college or university.
  • Five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider).
  • Two years of leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
  • A driver's license, an acceptable driving record, a personal vehicle, or an alternative means of transportation.

Responsibilities

  • Coordinate development and continuous improvement of the Professional Learning System, ensuring alignment with statewide priorities, overseeing content quality and curation, and maintaining tools for system access, performance monitoring, and impact evaluation.
  • Facilitate collaboration to design and deliver high-quality learning experiences by engaging educators and partners across schools, districts, agencies, and universities to gather input, co-develop resources, and ensure the system meets diverse regional and professional needs.
  • Facilitate strategic planning, communication, and integration with educator pathways and statewide initiatives.
  • Support integration, guidance, and evaluation across the system by aligning the platform with key state initiatives, developing user guidance, and implementing evaluation frameworks to measure effectiveness, equity outcomes, and instructional relevance statewide.
  • Deliver consultation, training, and capacity-building supports for effective system use by providing technical assistance, monitoring compliance and implementation, facilitating professional learning communities, and using data and feedback to strengthen system effectiveness and resources statewide.
