Professional Health Program Manager
About The Position
Put your expertise and passion to work managing and leading the Utah Professionals Health Program (UPHP)! The Division of Professional Licensing (DOPL) invites qualified leaders to apply. UPHP monitors licensees participating in the confidential health program as well as licensees on public probation who are struggling with substance use disorders, enabling them to receive treatment and ongoing monitoring support while safely maintaining their careers. As the Manager of the UPHP you will use your mental health and substance use disorder expertise to oversee the UPHP. You may supervise clinical and non-clinical staff in the administration of UPHP. You will also work closely with licensing boards, advisory committees, and healthcare organizations across the state. You will be responsible for providing education and outreach to various stakeholders. You will also make recommendations to the Division, Executive Advisory Committee, and Clinical Advisory Committee.
Requirements
- The Ability to attend the initial training period in-person at our Salt Lake City office, with the understanding that hybrid telework (up to 2 days per week) is available once you have demonstrated understanding and competency in the basic functions of the position.
- Experience managing employees.
- Experience providing education, outreach, or collaboration with key health stakeholders.
- Valid driver license required to drive a motor vehicle on a highway in this state per UCA 53-3-202(1)(a).
- Must successfully pass a criminal history check.
- Eligible to work in the United States.
Nice To Haves
- A master's degree or doctorate degree in mental health or healthcare with the specialization in the treatment of substance use disorders.
- A license in good standing to practice as a healthcare or mental health professional in the State of Utah (can be licensed in another state, but will become licensed in Utah within a reasonable time frame after employment).
- Expertise in administration of government or treatment team programs.
- Experience working in a professional health program.
Responsibilities
- Direct the daily operations of UPHP.
- Monitor participant adherence and program performance.
- Evaluate applicant eligibility for program participation.
- Update program rules, policies, and operating standards as needed.
- Respond to return to use incidents of UPHP participants (level 1, 2, or 3).
- Review and evaluate UPHP participant progress using clinical expertise.
- Coordinate between UPHP and DOPL.
- Collaborate with division leadership, medical director, and UPHP committees and licensing boards.
- Establish relationships with outside stakeholders.
- Supervise subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
- Consult with others to discuss treatment plans, new or unusual situations, findings, options, and recommendations on participant cases.
- Act as an expert witness. Give testimony and/or recommendations in court cases and/or hearings.
- Discuss results, findings and/or recommendations with appropriate parties.
- Coordinate community outreach; provide the public with information regarding program and arranging for community presentations as part of community outreach efforts.
- Apply clinical judgment to assess multidisciplinary evaluations, ensuring findings are sufficiently rigorous and objective to guide participant monitoring.
