About The Position

Under the direction of the Deputy Associate Commissioner for Program Operations Child Care Regulation (CCR) in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Director for the Professional Development Division effectively leads daily operations of training delivery and curriculum development promoting a positive culture supporting the CCR mission. The Director of the Professional Development Division is accountable to the Deputy Associate Commissioner for Program Operations for the strategic development and implementation of policy-based training. This position must provide project oversight and ensure continuous process improvement supporting the most current and innovative training development and delivery methods that are both engaging and effective. This position is responsible for ensuring and maintaining an environment of fair and transparent regulatory practices that promote collaboration and accountability with internal and external stakeholders. The Director position must lead with integrity and transparency and work closely with CCR leadership to identify training needs, mitigate program risk, and build a strong collaborative learning culture. This position should possess a thorough understanding of effective training delivery methods, curriculum development practices, regulatory practices, demonstrate the ability to work with other divisions, and demonstrate skill in developing and implementing innovative approaches that ensure quality, consistency, efficiency, and accountability. This position drives a cohesive approach to invest, organize, administer, and track training effectiveness that improves overall agency performance.

Requirements

  • Knowledge of Curriculum Development, Training Delivery, and Learning Management Systems.
  • Knowledge of Organization improvement principles, learning techniques and activities.
  • Ability to plan, organize and implement complex Curriculum and Training systems to support quality and consistency of regulatory activities throughout the state.
  • Knowledge of CCR Rules, statute, policies, processes, and program performance measures.
  • Ability to manage complex and competing demands and activities statewide.
  • Ability to analyze and interpret complex data related to CCR for guiding curriculum and training activities for CCR staff.
  • Ability to analyze data, trends, and processes to proactively identify, research, vet, and propose systemic improvements related to training and delivery.
  • Ability to communicate with professionals and diverse leadership, including the ability to forge successful relationships with all operational areas.
  • Ability to conduct presentations and trainings relevant to the CCR program.
  • Ability to direct and organize professional development activities managing effective solutions and supervising the work of others.
  • Skill in establishing plans and setting objectives and goals that support the overall CCR business strategy.
  • Skill in effective verbal communication including public speaking, communicating with public officials and responding to high profile inquiries.
  • Skill in effective written communications including the ability to write training curriculum, procedures, formal communications and to prepare clear and concise reports.
  • Experience in managing or supervising the work of others is required.
  • Experience leading and tracking major projects and initiatives required.
  • Graduation from an accredited four-year college or university. Experience developing, and implementing training or experience in implementing Regulation process improvement may be substituted for education on a year for year basis.

Responsibilities

  • Provides direction and leadership to the CCR program in implementing and meeting program goals and objectives through training initiatives.
  • Oversees the divisions development and delivery of effective training curriculum that clearly aligns with CCR program goals and drives successful performance efficiently while executing continuous process improvement promoting relevant and current regulatory policy and practices (35%).
  • Oversees a strategic training schedule meeting program needs while being fiscally responsible considering budget while maximizing resources, identifying appropriate delivery and identifying space and equipment (15%).
  • Provides consultation and support to internal and external stakeholders regarding CCR training with a solution focused mindset.
  • Assesses business needs, leads program training projects and devises a plan for continuous improvement including the analysis of existing training curricula.
  • Partners closely with management to gather feedback and evaluate training programs (15%).
  • Establishes and oversees short-term and long-term goals for the CCR training program.
  • Establishes and oversees training guidelines, procedures, and policies for curriculum project and training delivery that aligns with program expectations, policy, rules and statute (10%).
  • Reviews, analyzes, and assesses quantitative and qualitative data, including course evaluations, internal and external audits and quality assurance reviews to assess and improve the quality and outcome of training (5%).
  • Manages and oversees the analysis of legislation which impacts training, revises and prepares responses to legislative inquiries and oversees the development of training necessary to implement legislation (5%).
  • Represents CCR programs interests in meetings, conferences, and seminars or on boards, panels, and committees as needed (5%).
  • Collaborates with internal and external training divisions to assure the agency has a cohesive approach to invest, organize, administer and track training programs that will improve overall agency performance (5%).
  • Performs other duties as assigned (5%).
