About The Position

Serve as a Deputy Director of Production Management at Tobyhanna Army Depot. Duties include working closely with the Command Group to formulate policies and support informed decision-making on critical policy matters. Provide support to the Command Group on all aspects of the Depot's Communication-Electronics mission workload. Maintain liaison between Tobyhanna Army Depot and other installations, agencies, and industries in matters pertaining to mission activities. Assure that subordinate supervisors carry out policies effectively to meet management objectives, including those related to labor management relations. Analyze program costs and accomplishments across funds, manpower, materials, and equipment to support data-driven resource allocation decisions. Ensure subordinate supervisors achieve organizational goals and objectives. Provide project management support for strategic program initiatives to improve execution, accelerate progress, and advance mission priorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • A one year Supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position (Advanced).
  • Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • Selectee must obtain and maintain APICS/CPIM Certification OR Project Management Professional (PMP) Certification through the Project Management Institute within two (2) years of position acceptance.
  • Selectee is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • One year of specialized experience which includes: Overseeing, the execution of operation and budgeting programs; AND Evaluating program data to recommend funding adjustments across mission area; AND Developing plans, policies, and/or procedures in support of the organizational mission and objectives.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
  • Must Provide SF-50.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct deposit of pay is required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
