The Production Manager is responsible to the Site Manager for all AIMD (Aircraft Intermediate Maintenance Department) maintenance functions as outlined in the Government contract. This position provides leadership and direct management of personnel and processes to ensure safe, expeditious maintenance operations, and serves as the Program Manager for designated COMNAVAIRFOR INST 4790.2 series (NAMP) programs.

Requirements

  • Extensive working knowledge, gained through management experience, of the Navy's maintenance procedures, including the COMNAVAIRFOR INST 4790.2 series and the Aviation Supply Department.
  • Knowledge of technical directives and the COMNAVAIRFOR INST 4790.2 series; knowledgeable of and understand Aviation Supply procedures.
  • Extensive working knowledge of the NALCOMIS system.
  • In-depth knowledge of the AIMD contract and Company organization, policies, and procedures.
  • Experience writing with clarity and technical accuracy.
  • Ability to read, speak, and write legibly, and understand the English language.
  • Computer literacy required.
  • Must provide references to experience in the “I” Level arena, as well as qualifications for this position.
  • Must have Valid State Driver's License.
  • This position requires the ability to obtain and maintain a Department of Defense (DoD) CAC (Commons Access Card).
  • Minimum of a high school diploma and fourteen (14) years of related exempt experience, including: Twelve (12) of the last fifteen (15) years in direct NAMP maintenance repair, inspection, and modification, with extensive experience in aircraft maintenance and material support.
  • Six (6) of the last ten (10) years of maintenance experience in a supervisory role responsible for assigning workloads and duties across entire shifts.
  • Five (5) years in a maintenance/production control position.
  • Formal or specialized training/equivalent.
  • Hazardous Waste Communication Training.
  • FOD and TCP Awareness Trained.
  • COMNAVAIRFOR INST 4790.2 Program Awareness.
  • ISO 9001-2000 Program Awareness.
  • Must be able to meet any Government/Company licensing or qualification requirements for the position.

Nice To Haves

  • Bachelor's degree (related field) may substitute for four (4) years, reducing the total requirement to ten (10) years.
  • Associate's degree (related field) may substitute for two (2) years, reducing the total requirement to twelve (12) years.

Responsibilities

  • Function as the Program Manager for the COMNAVAIRFOR INST 4790.2 series (NAMP) programs, and any other programs as directed by the Site Manager, including Technical Directive Compliance Program, SE Planned Maintenance Program, and Maintenance/Production Control Program.
  • Plan, coordinate, and direct the activities of the Maintenance Team in all aspects of AIMD maintenance.
  • Create and track long-range maintenance plans, including scheduled and unscheduled maintenance and the incorporation of newly assigned equipment or processes.
  • Utilize the NALCOMIS system to perform ADHOC functions, assign daily workloads, and hold daily production meetings.
  • Perform management analysis and workload planning to ensure customer service and company goals are met.
  • Serve as the point of contact on all AIMD-related issues in the Site Manager's absence, and function in the capacity of Site Manager when required.
  • Advise the Site Manager of the status of work in progress and coordinate with other departments as required to accomplish tasks.
  • Submit recommendations to the Site Manager regarding manpower, materials, facilities, and capital equipment.
  • Determine and coordinate the most feasible means to obtain off-site repairs of equipment when needed.
  • Responsible for the timely submission and accuracy of all applicable CDRLs (Contract Data Requirements Lists).
  • Maintain various forms of data and records in support of periodic required reports.
  • Perform other reasonably related incidental duties as directed, within the job classification.
  • May be required to travel on Company business.
  • Team with the Quality Manager to analyze maintenance data and identify trends and deficiencies.
  • Be proactive in all internal and external audits, providing corrective action as needed to resolve maintenance issues and ensure all NAMP requirements are complied with.
  • Evaluate existing methods, systems, and potential improvements for compliance with maintenance requirements, and to ensure cost-effectiveness, productivity, and personnel safety.
  • Ensure compliance with required Quality Control policies and inspections.
  • Serve as the Company's focal point for FOD (Foreign Object Debris) matters on this contract, and enforce the Company's FOD prevention rules and regulations.
  • Responsible for enforcement of the Tool Control Program (TCP).
  • Enforce all Company and Government regulations to ensure personnel safety and the security and preservation of Government and Company-owned equipment.
  • Comply with the Hazardous Waste Program.
  • Actively support the Company's Safety philosophy and programs; investigate all accidents and injuries of assigned personnel and take action to prevent similar incidents.
  • Provide the leadership and management skills necessary to lead a large workforce in complying with established policies, procedures, and operations supporting the CNATRA AIMD Maintenance Program.
  • Interview, select, and train new employees.
  • Instruct assigned employees on proper methods and procedures as required.
  • Investigate and resolve employee complaints; be thoroughly familiar with the Collective Bargaining Agreement (CBA) and resolve Step 2 grievances in accordance with the CBA.
  • Discipline employees as needed to enforce Company policies, directives, and CBA requirements, following progressive disciplinary procedures.
  • Assist in the Training Program as required for employees.
  • Be thoroughly familiar with, and support, Company policies and procedures.
  • Maintain close liaison with CNATRA management to ensure all areas of concern or interest are addressed and resolved in a timely manner.
  • Work closely with the Supply Department, Transient Line, and tenant command leadership to ensure customer satisfaction is accomplished.
  • Interface with the customer to assure their needs are met.
  • Communicate accurately and concisely on maintenance issues and material support matters, both orally and in writing.
