About The Position

gTANGIBLE Corporation (gTC) is seeking a Production Controller II (Assignment Planner) for a full-time, contingent position located at the Mid-Atlantic Regional Maintenance Center (MARMC), Norfolk Naval Shipyard, Portsmouth, VA. This role supports National Security Programs, Professional, Administrative, and Management Support, and Mission and Warfighter Support services. The candidate will assist contract Program Manager and MARMC managers with planning assignments, ensuring material requirements meet specific order dates per the Joint Forces Maintenance Manual (JFMM). Responsibilities include maintaining records, assisting with material requirement edits, resolving acquisition problems, coordinating onsite material turnover, reviewing technical documentation, and preparing status reports. The position requires an active Secret Clearance and involves physical requirements for navigating US Navy ships.

Requirements

  • High School Diploma or equivalent.
  • Six (6) years of full-time hands-on experience with Navy shipboard supply system.
  • Knowledgeable in material identification and requisitioning using Military Standard Requisitioning and Issue Procedures (MILSTRIP), and open purchase procurement via commercial vendor.
  • The ability to read and interpret APL, research Technical Manuals associated with shipboard systems and equipment and be able to communicate with maintenance personnel.
  • Required ability to learn and be proficient in other logistics related databases.
  • Minimum of two (2) years' experience in leading, scheduling and prioritizing workloads related to maintenance and logistics.
  • Must have full time hands-on maintenance related to ship Maintenance and Material Management (3M), repair, operation, troubleshooting, and maintenance of shipboard systems and equipment.
  • Experience in MS Office, including Outlook, Word, Excel, Access and PowerPoint, SharePoint, and Power BI.
  • United States Citizen.
  • Active Secret Clearance.

  • May require use of automated research tools such as Haystack/LOGICOM and Model Based Product Support (MBPS).

Responsibilities

  • Assist contract Program Manager and MARMC managers with planning assignments ensuring that the maintenance teams material requirements meet the 50%, 80%, 100%, Long Lead Time Material (LLTM) order dates per the Joint Forces Maintenance Manual (JFMM).
  • Ensure material requirements are received by A-30 and reporting requirements are submitted to SME regularly.
  • Maintain records and visual aids to reflect the status of jobs planned, in progress or completed.
  • Assist in performing tech edits of material requirements to determine ways to optimize service levels, maintain supply-chain efficiency, and minimize cost.
  • Resolve material acquisition problems for priority jobs.
  • Maintain records and follow regulations pertaining to work management operations.
  • Maintain regular contact with the LLTM team-lead, planner estimators, material coordinators, engineering personnel (military and civilian), and work requestors to resolve issues, gather technical information, explain procedures or delays, and promote effective collaboration.
  • Coordinate onsite material turnover to Local Maintenance Activity (LMA) as needed to ensure proper receipt of LLTM requirements as well as identifying material discrepancies, multipacks and damaged or inadequate receipt of material.
  • Review technical drawings, technical manuals and ship configuration data to determine required parts and materials to support CNO availability.
  • Call out material identified by the third-party planner (3PP) for work execution utilizing Material Requirements (MRQT).
  • Review work specification using Navy Maintenance Database (NMD) for proper parts and material.
  • Compare to parts list identified by the third-party planner.
  • Cross reference parts/material requirements to verify correct National Stock Number (NSN)/Allowance Parts List (APL)/Part Number (PN) for requisitioning process.
  • Review drawings, cost estimates, and technical specifications for contract and/or government commercial purchase card material procurements in support of repair modernization/ maintenance availability for accuracy.
  • Communicate with the maintenance team's Project Manager, Ship Building Specialist, and other engineering personnel to resolve problems.
  • Develop inventory lists to assist the local storage facility in the inventory process.
  • Confer with SME and logistics management teams to determine ways to optimize service levels, maintain supply chain efficiency or minimize cost.
  • Prepare material status reports for numerous ships utilizing a variety of corporate applications and databases.
  • Track product flow (material requisitions, standard/non-standard) from origin to final delivery.
  • Recommend improvements to existing or planned logistics processes.
  • Develop standard operating procedures for material ordering process.
  • Keep SME informed of any work that needs to be rejected or any circumstances that may impact ability to complete a task.
  • Coordinate with SME to request necessary funding to be established.
  • Send follow-up correspondence to the maintenance team Project Manager, to inquire about any pending funding requirements from the maintenance team to ensure the timely preparation of purchase packages and enable the purchase package to be forwarded to the government buyers for approval and release.
