Overview: The Product Manager Liaison (Business Analyst) serves as the bridge between Product Management, stakeholders, and Agile delivery teams. This role transforms complex business needs into actionable requirements, manages dependencies, and ensures alignment with DOD modernization objectives. U.S. Citizenship is required.

Requirements

  • Active DOD Secret Clearance required.
  • U.S. Citizenship required.
  • 5+ years of Business Analysis or Product Ownership experience.
  • Strong understanding of Agile, SAFe, and PI Planning.
  • Ability to write high-quality user stories using INVEST.
  • Strong facilitation and stakeholder engagement skills.
  • Familiarity with DevSecOps and iterative delivery models.

Nice To Haves

  • Experience with DOD modernization programs.
  • Background with PeopleSoft, ERP, or HR/pay systems.
  • Experience producing SOPs, guides, and operational artifacts.
  • Experience supporting incremental deployment strategies.

Responsibilities

  • Partner with the Product Manager to prioritize features, dependencies, and user stories.
  • Apply INVEST standards to ensure well-defined user stories and acceptance criteria.
  • Support PI Planning readiness, backlog refinement, and dependency mapping.
  • Conduct process analysis and requirements decomposition.
  • Support prototyping, proof-of-concept activities, and shift-left readiness.
  • Identify risks, including licensing, integration, or operational concerns.
  • Produce functional documentation, including SOPs, guides, and process flows.
  • Act as liaison between functional users, leadership, and technical teams.
  • Track requirements traceability across capabilities and mission objectives.
  • Support structured reporting aligned with DOD oversight requirements.
